In 2014, Project 52 on population control in coastal areas has given priority to disadvantaged communities. Challenges of providing appropriate access to medical care in the community stem from multiple factors, including geographic remoteness and low population density.
Cam Lam is a peninsula commune with a population of some 1,900 people distributed into 4 distant groups. Local women have few conditions to access to reproductive health care.

“To mobilize local residents to follow the population and family planning policy, over the past years, propaganda has been boosted in various forms such as leaflets, banners, seminars, counseling sessions, etc,” says Nguyen Thi Kim Hong, an official in charge of Cam Lam Commune population and family planning.
Besides, 2 or 3 reproductive health campaigns are held a year under the Project 52. In 2013, the birth rate in Cam Lap Commune was down to 14.2‰ and couples with more than 2 children down to 10.14%. 77.2% of couples used new contraceptive methods.
According to Mai Thi My, Vice-Chairperson of Cam Lam Commune People’s Committee, most of local residents live on fishing and aquaculture. Many want to have many children, especially sons who are thought to be strong enough to get engaged in fishing jobs when they grow up.
Therefore, Cam Lam Commune has been chosen to launch the campaign on family planning and reproductive health care services. This is a chance to boost propaganda, helping to decrease the birth rate as well as improve maternal, newborn and child health.
This year, the project has given priority to disadvantaged communities among 42 communes and wards in coastal areas. Health care counseling and medical treatment have been provided for locals, especially for reproductive age women, children and the elderly. The project is designed to assure maternal and child health care, newborn screening for over 90% reproductive age couples and pregnant women; 90% of people using contraceptive methods; support for poor patients, beneficiaries of policies, etc.
Besides, many activities have been held to improve population quality with health care support for women before, during, and after birth to prevent disabilities among newborn babies. The project 52 has helped change local people’s behaviors to improve their health and life quality.
