Khanh Hoa Provincial People’s Committee has just issued an action program for the period 2014-2020 under the Prime Minister’s Decision No. 1570/QD-TTg dated 6 September 2013 approving the strategy on sustainable exploitation and use of natural resources and protection of the marine environment until 2020 with orientation till 2030.
Khanh Hoa Province boasts a 200km coastline with many bays, swamps and islands, including the Spratly Islands. Therefore, seas and islands play an important role in socio-economic development and security in the province in particular and in Vietnam in general, according to Nguyen Thi Nguyet Ha, Chief of the Sea & Island Bureau, Khanh Hoa Department of Natural Resources & Environment.
Marine resources and environment are not only closely attached to national sovereignty, sovereign rights, jurisdiction, exclusive economic zone, security and defense, but also a sound base and a considerable stimulus to the socio-economic growth.
In addition, innovation in thinking, management and exploitation is required for marine economic development. It is essential to raise public awareness of marine potentials, strength and challenges, focusing on basic investigation into marine resources and environment, especially in coastal areas; enhance forecasting and warning capacity; promote effective and sustainable use of natural resources and environment, etc.
Besides, it is essential to develop livelihoods for coastal residents on condition that exploitation of marine resources must go hand in hand with environmental protection; raise adaptation capacity to climate change and sea level rise; restore and develop ecosystems; transfer socio-economic development structures in coastal communities, etc.
The program has 5 basic contents, including research, investigation and evaluation of potentials and existing exploitation and use of marine resources and environment; development of meteorological, oceanographic and weather forecast capacity; construction and implementation of plans to respond to climate change and sea level rise in coastal and marine areas; rational and sustainable exploitation and use of space, water and natural resources to serve socio-economic development in marine areas and on islands for sustainable maritime economic development; marine environmental pollution control; marine biodiversity and landscape conservation; enhancement of marine ecosystem resilience against climate change.
6 proposed solutions include propagation about effective exploitation, utilization and protection of natural marine resources and environment; integrated management of natural marine resources and environment; training, mobilization and use of human resources for integrated management; funding development and diversification for investigation, evaluation, exploitation and use of marine and island resources and environment; scientific research and application of high technology in investigation, evaluation, exploitation and use of marine and island resources and environment; international cooperation in the management and protection of marine and island resources and environment.
The program is scheduled to run from 2014 to 2020 with an expected capital of VND65 billion in total, including VND52 billion from the national budget and VND13 billion from the local one.
