In the period 2014-2020, Khanh Hoa Province will allocate over VND11.5 billion to implement a community-based care plan for vulnerable and disadvantaged children.
According to Le Huu Tho, Director of Khanh Hoa Department of Labor, Invalids & Social Affairs, the plan is designed to mobilize the involvement of society, especially families and communities, in providing support for needy children, giving opportunities to meet their rights and community integration needs in accordance with the law.
In addition, community-based child care services will be promoted in an effort to narrow the gap between the disadvantaged group and their peers. 97% of disadvantaged children are expected to have access to appropriate social support services, etc.
Boarding and foster care for disabled kids, Agent Orange victims, HIV/AIDS patients will also be boosted.
Besides, care and assistance quality at social service centers will be raised. The total cost of the plan is over VND11.5 billion, including the provincial budget and social donations.
To meet the above targets, the plan focuses on 7 main contents, including fully implementing the law and policies on care for needy children, mobilizing the community to provide child care, support and vocational training linked to job creation for children in especially difficult circumstances and those affected by natural disasters.
Upgrading facilities at social service centers; building social protection databases; strengthening education and propaganda to raise awareness about community-based care and support for disadvantaged children will be also taken into consideration.
Khanh Hoa Provincial People’s Committee will allocate relevant agencies to join effort in helping disadvantaged children to have access to and benefit from cultural, entertaining and sporting services.
