Over the past years, social security policies have been effectively implemented in Khanh Hoa Province, contributing to the local economic growth and living standard improvement.

Khanh Hoa has had specific social security policies, apart from central support ones. Jobs are created for 26,500 people on average a year and unemployment loans worth over VND19 billion/ year are offered to 2,000 laborers in the 2011-2015 period. 24,000 people are provided vocational training every year, bringing the rate of trained labor in Khanh Hoa to up to 47.5% and the unemployment rate in urban areas down to 4%.
The implementation of preferential policies has been assured. 8,559 revolutionaries in Khanh Hoa are benefiting from monthly allowances worth over VND11.3 billion in total a month. Allowances are also paid to over 6,024 people in support of the worship of war martyrs, etc.
Besides, Khanh Hoa Provincial People’s Committee has issued a decision to provide housing support for 903 families of the elderly with 231 houses constructed and 672 others repaired at a total cost of over VND22.6 billion. The average living standard of revolutionaries in Khanh Hoa is equal to or higher than that of a normal resident.
Since 2011, the number of poor and marginally poor households has decreased by 20,000 thanks to social preferential policies for the poor, the marginally poor and ethnic minority people in many sectors such as medical insurance, accommodation, education, production land, etc.
In addition, social support has been assured with regular allowances 1.5 times higher than centrally regulated. At present, over 34,000 social support beneficiaries are receiving monthly allowances worth nearly VND130 billion and nearly 800 people are in the care of social service institutions. From 2011 to 2014, over VND976 billion was invested in new rural construction programs. Accordingly, many public constructions, irrigation canal systems and roads were constructed, facilitating production and travel for locals.
According to leaders of Khanh Hoa Department of Labor, War Invalids & Social Affairs, local social security policies have contributed to maintaining equality among people from many different backgrounds in society; narrowing the gap in development between cities and the countryside; minimizing social evils, and thus promoting joint effort in contribution to the local socioeconomic development.
In the years to come, Khanh Hoa plans to continue developing the social security system to serve the local socioeconomic growth. Accordingly, the social security system is designed to assure a minimum income; provide support for vulnerable people to get stable incomes; access to labor market information, vocational training, etc; create additional jobs for some 20,000 laborers by 2020; keep the rate of agricultural labor down to under 30% and 98% with the income equal to or higher than the minimum earning.
The poverty alleviation task will focus on providing production resources for the needy. The average income of poor households is expected to increase by 3.5 times by 2020 compared with the year 2015. From the year 2020, the poverty rate will be down by 1.2%/ year on average and down by 4% in mountainous districts with high poverty rate according to the poverty line applied for the period 2016-2020.
Besides, the insurance system, especially social insurance, retirement and unemployment insurance, will be developed. Social support will be improved with the expansion in benefit coverage and adjustment of allowances to reach all residents with earnings under the limits. 50,000 people, accounting for nearly 2.5% of the population, are expected to receive frequent social support.
Furthermore, Khanh Hoa Province will assure minimum conditions for the access to education, health care, accommodation, water supply, information; enhance the law propaganda to raise public awareness of social security, etc.
