Necessity of the scheme
In many years, Khanh Hoa Province has used the investment capital from different sources to build infrastructures to serve the cultural and sports activities in the province. Most of the districts, towns and cities in the province have traditional rooms, libraries and multi-functional sports competition house. The communes and wards built traditional long house, public learning center, communes’ cultural post offices and bookcases of legal books.

In order to implement the project “Improving the computer and internet using skills”, the libraries in the province were equipped computers (40 computers for provincial library, 10 computers for districts’ libraries). The province also offered training programs about using and looking up information on the internet to the public. Thanks to these activities, the libraries have attracted a large number of readers, especially students and pupils. Reportedly, from the beginning of 2014 to the end of 2015, there were over 224,000 readers and more than 1,700 people using internet at the libraries. The provincial library system also held themed exhibitions regularly, attracting more than 12,000 locals and tourists.
Beside the positive results, the cultural institutions in Khanh Hoa Province have still been many problems. In recent years, many cultural institutions at basic level, especially at commune-level, have been extremely degraded. The facilities at many cultural institutions have been very old, battered and out-of-date. There have had no appropriate policy for the commune’s officers who work in this field. In addition, together with the development of information technology, the media and traffic system, the people have more and more ways to update information and join cultural, sports and tourism activities. All these elements have made the number of people coming to the libraries, museums, cultural houses and clubs to have increasingly declined.
Therefore, it is necessary to strengthen the educational and learning activities at the cultural institutions as well as encourage the public to keep learning. This will partly help to improve the people’s intellectual standards, creative energy, labor skills and quality of life. This is also the target of the scheme “Stepping up the lifetime learning activity at the libraries, museums, cultural houses and clubs” approved by the Prime Minister.
Solutions
According to the scheme’s target, by 2020, 100 per cent of provincial-level libraries, 100 per cent of district-level ones and 50 per cent of commune-level ones offer free internet services to the public. The scheme also set target on holding training classes about how to look for books, use services in the libraries and look up information on the internet effectively; organizing talks on the topics interested by the public. The library system will strive to raise the number of domestic visitors, especially the students and pupils, reaching the average increase of 10 per cent per year. The provincial museums associate with the educational and training departments to hold learning programs on local history and cultural; organize activities to introduce cultural heritages to the public. The scheme also aims to ensure that 60 per cent of cities’ inhabitants and 40 per cent of people living in mountainous areas take part in cultural, sports and tourism activities.
In order to achieve the targets, Khanh Hoa Provincial People’s Committee set out the tasks to do. For example, the province will focus on improving the infrastructures; modernizing the mode of operation; developing system of libraries, museums, cultural houses and clubs; organizing learning activities and services. Besides, the province will improve the organizing skills of the officers; change the contents and innovate methods of propaganda about lifetime learning, and so on.
Phan Van Dung, Deputy Director of Khanh Hoa Provincial Department of Education and Training, said that the department will make educational programs basing on the schools’ library and associate with the Department of Culture, Sports and Tourism to build up the model of integrated operation between the public learning center and commune-level cultural – sports center. The inspection, supervision and evaluation the effectiveness of education through the libraries will also be carried out.
Hopefully, with these targets and solutions, the scheme “Stepping up the lifetime learning activity at the libraries, museums, cultural houses and clubs” will attract more people to come to the cultural institutions.
