Over the past years, Ninh Hoa Study Encouragement Association has made great effort to raise fund for study and talent promotion. It is is considered among priorities to promote learning and talent for a learning society.

Founded in 2005, Ninh Hoa Study Encouragement Association has expanded throughout the town in 27/27 communes with nearly 21,500 members. There are 191 branches in villages and residential groups; 9 at agencies and businesses; and 6 at pagodas and churches. They have provided link with many individuals and organizations to seek for donation to the fund.
Since 2010, the association has directed its subsidiaries to seek donations to scholarship funds. Up till now, all study promotion associations and branches have established scholarship funds. Scholarships worth VND20-30 million in total and VND10-15 million are awarded by the commune study encouragement associations and branches respectively every year. Recipients include outstanding and disadvantaged students, says Nguyen Xuan Vinh, Standing Deputy Chairman of Ninh Hoa Study Encouragement Association.
Much study promotion achievement has been seen at the residential group 1 and 5 (Ninh Hiep Ward), Thanh My Village (Ninh Quang Commune), Thanh Chau Village (Ninh Giang Ward), Hoi Phu Bac (Ninh Phu Commune), Village 2 (Ninh Tay Commune), etc.
The idea of founding Ninh Hoa Study Encourage Fund came from Ninh Hoa-born residents abroad in 2004. Since then, the fund has become a channel for benefactors to donate to local education development. 100-200 scholarships are presented every year. 200 scholarships worth nearly VND300 million in total were offered in 2015 alone.
Apart from seeking donations from individuals and organizations, many benefit shows have been organized. At these events, many meaningful presents have been given to excellent and poor students. Some people have volunteered to sponsor severely disadvantaged students.
The Study Encouragement Fund have benefited several children in Ninh Hoa, helping them to overcome difficulties in life, continue schooling and get better study results. The financial aid has been both practical and spiritual support to the needy. Moreover, successful people who used to receive such support when they were young have volunteered to help younger generations. More effort will be made to promote the study encouragement fund, boost public participation in education and thus promote a learning society in Ninh Hoa, according to Nguyen Xuan Vinh.
