Nha Trang City People’s Committee has just implemented a plan for building a civilized and friendly city. Accordingly, together with infrastructure improvement, the city will maintain and promote propaganda of harmonious behavior principles between humans and humans, and between humans and the environment towards a friendly and civilized city.

Over the past 5 years, the implementation of civic culture regulations in Nha Trang City and movements “All people join effort to maintain traffic safety”, “All people unite to build cultural life”, etc has contributed greatly to promoting a sound cultural environment and civilized urban image.
According to Nha Trang City People’s Committee, more propaganda and education of civic culture are required among organizations and communities to promote widespread mass movement, honor good deeds and criticize bad behaviors, especially towards tourists. The investment in infrastructures and landscape space must be made in synchronization between rural and urban areas with much focus put on public places, tourist destinations and cultural and historic sites. Besides, it is necessary to strengthen the inspection and punishment of violations of traffic order, security, environmental hygiene and social evils. Criteria on building urban civilization and friendliness need to be supplemented to village conventions and considered as a basis for annual emulation evaluation, etc.
Nha Trang Division of Culture & Information in association with relevant agencies has provided consulting on implementing regulations on urban civilized lifestyles, issuing standard behavior principles for friendly citizens, and registering for urban civilized wards and standard new urban culture communes. The education and propaganda are required to promote the joint effort of all departments and agencies. Public sector staff must take the lead in having standard behaviors towards residents and tourists, according to Dinh Van Cuong, Chief of Nha Trang Division of Culture & Information.
According to the target of the scheme, till 2020, 90% of public administrative, cultural and social constructions and urban infrastructures will be built and upgraded; 80% of houses will be innovated, adding attraction to urban architecture; 100% urban residents and 96% of rural residents will have access to clean water supply and trash collection services (97%); 100% of tourist destinations will have standard rest rooms; 100% of families will register for following urban civilized lifestyles; 100% of non-business agencies will build cultural behavior regulations; 100% of administrative agencies will fulfill regulations on workplace culture; 100% of communes will meet new rural culture standards by 2017 and 100% of wards will meet urban civilization standards by 2030, etc.
