Over the past 5 years, the primary education quality in Khanh Hoa Province has achieved satisfactory results under the 2nd stage of the educational development strategy 2011-2020 approved by the Prime Minister in the decision No. 711 dated June 13, 2012.

Many measures were taken under the 1st stage of the educational development strategy to innovate educational management through class observation increase and teacher paperwork reduction;  boost information technology application in management and teaching; innovate teaching and evaluation methods following the Ministry of Education & Training’s Circular 30, the new school model VNEN and the foreign language project at primary schools till 2020, according to Ha Van Thong, Chief of Primary Education Division, Department of Education & Training.
 

Khanh Hoa Province has invested in facilities and teaching staff at primary schools in mountainous areas, islands and disadvantaged communities with scholarships granted to ethnic minority students. Over the past 5 years, primary education in Khanh Hoa has developed in terms of size, quantity and quality. According to leaders of Khanh Hoa Department of Education & Training, the rate of children mobilized to go to school has reached over 99%.  The primary education universalization has been maintained and improved. 187/194 schools had 83% children receiving full day education in 2015 - 2016.
 

In addition, Khanh Hoa Province was recognized for meeting the primary education universalization standard, level 1, in 2010. In 2015, Khanh Hoa continued  to maintain 100% of communes, wards and towns meeting the primary education universalization standard by 99% or above. School drop-outs and repeaters decreased significantly. The number of disabled children mobilized to go to school reached 45.15%, up 1.07%.
 

Besides, management and teaching staff quality has also improved. Currently, over 99.9% of primary teachers have qualifications meeting required levels or above with 90.7% of whom obtaining qualifications above required, up 15.6% compared with 5 years ago.


However, the implementation of some targets in the strategy has met some obstacles. Accordingly, Khanh Hoa still lacks specialized schools for children with disabilities while the demand is on the increase. There is no integration education development center for disabled children. The education development strategy till 2020 includes the improvement in comprehensive education quality, especially education of culture, morals, life skills, law, foreign language and computer science; 99% of primary school age children sent to school at the right age and 70% of disabled children with schooling.
 

To fulfill the targets, one of the important measures defined in the 2016 – 2020 period strategy is raising students’ parents and the community’s awareness of joint effort and engagement in child education. More investment in infrastructures is required to assure full day classes at 95% of primary schools. Besides, more effort needs to be put on education quality increase and human resource development; class observation and inspection increase, teacher paperwork decrease; and teaching method innovation to further improve primary education.
