In March, Khanh Hoa People’s Committee gave the instructions No 07 on 2016 natural disaster response and rescue. Accordingly, the provincial People’s Committee instructed local departments, agencies and communities to enhance natural disaster propaganda, training and warning to raise public awareness of natural disaster prevention and control; strengthen natural disaster control and rescue steering boards at all levels; conduct natural disaster control and rescue rehearsal; and assure effective operation following the principles “on site and immediate steps” (available instruction, staff, materials, facilities and logistics).

The 2016 flood & storm prevention scheme has been issued, focusing on natural disaster response before, during and after natural disasters. The assisments include making reports on high risk areas; evacuating residents from flood prone areas, giving flood warnings to fishing boats and bringing them to anchor in case of tropical low pressure and storm; assuring close coordination among natural disaster response and fire-fighting and rescue forces, etc, says Nguyen Thai Nhu Tri, Chief of Khanh Hoa Irrigation Department, Chief of Provincial Steering Board Office for Flood & Storm Prevention.

Khanh Hoa has just successfully conducted the 2016 natural disaster control and rescue rehearsal, including mechanism operation rehearsal, evacuation, home protection, boat mooring, search and rescue at sea and first aid in Ninh Hoa. The exercise was based on a scenario that a storm swept across Ninh Hoa Town with the participation of nearly 1,000.

The flood prevention scheme 2016 in Khanh Vinh District has been completed. The scheme includes plans for evacuation, construction protection; social order and security maintenance, electricity supply; and road repair. The lake and dyke management boards have made plans on 24-hour standby to deal with any potential emergencies. The district has checked natural disaster control and prevention at some communities, given suggestions, supplementation to the plans. They include putting up warnings, assuring round-the-clock standby, preventing travelers from submersible bridges and regularly flooded areas in rainy seasons; giving anti-drowning education for children, etc, according to Nguyen Van Thuan, Chief of Khanh Vinh district Division of Agriculture & Rural Development, Deputy Chief of the district Steering Board for Flood & Storm Prevention.

From now to the end of 2016, 10-12 cold air intrusions are forecasted to influence Khanh Hoa; and 4-5 storms and tropical low pressure will directly or indirectly influence the mainland. Tropical low pressure and storms are likely to appear more often at the end of the year and Khanh Hoa will be directly or indirectly affected by 1-2 storms or low pressure, according to the National Center for Hydro-Meteorological Forecasting.
