The approval is considered as a milestone for the development in Khanh Son in  the future. Over the past years, Khanh Son District has received much provincial and central concern and support. However, Khanh Son still has a slow development rate compared with  the average level and local residents’ life is still difficult. Due to travel difficulty, Khanh Son is quite isolated from other communities. All trade activities depend on the provincial road 9. Besides, the average budget revenue is low,  infrastructures are out of date and agriculture is the mainstay of the economy. 71% of the population are ethnic minority people. Most of the labor force are unskilled workers.

“Khanh Son District is still facing difficulties, so more support and concern are required to help the district to develop as well as remove barriers to the development,” suggests Nguyen Duy Bac. The socio-economic development criteria in Khanh Son District used to be based on the general direction of Khanh Hoa Province. Lacking in a specific development planning, Khanh Son District used to meet difficulties in socio-economic growth direction, management and implementation.

“The general development planning in Khanh Son is expected to provide insight into current situations and build development plans, helping to promote the strength and potentials; and reduce shortcomings,” says Dinh Ngoc Binh, Chairman of Khanh Son District People’s Committee. According to the planning, the district will focus on effective and sustainable economic development; provincial key programs developed in the district; national defense and security; poverty alleviation; social security; labor force development; improvement in intellectual standards and ethnic minority groups’ living standards. Specifically, the district will strive to reach a production value growth rate of 12.1% by 2025 with 8.2% in agriculture, 15.8% in industry, 17.3% in trade and service.

Under the production value structure transfer, agriculture is expected to decrease, accounting for 52.3%, industry and construction 26.9%; trade and service 20.6%. The per capita income will reach VND30 million and the budget revenue will be VND38.6 billion. In 10 years, the district is expected to have 4 communes meeting the new rural standards with the social investment capital, period 2016-2025, reaching around VND2,393 billion.

To meet the above targets, the district plans to mobilize capitals from provincial and national programs; and make good advantage of sponsors’ capitals and preferential policies to appeal individuals, organizations and businesses to invest in production in Khanh Son.

"Apart from capital mobilization, we will take measures to invest in infrastructures, build polices on labor force; technology and science; marketing and regional link. After the planning is approved, the district will focus on building agricultural production infrastructures with priority given to water reservoirs for production and daily life; roads linked with other communities; small and medium-sized industrial zones for preliminary process of produces; and improvement in labor force and intellectual standard," adds Dinh Ngoc Binh.
