After 1 month of the pilot implementation, an automatic SMS system used in informing document results under the one-door policy at Khanh Hoa People’s Committee Office has received positive feedbacks from State administrative agencies as well as individuals and organizations.
Khanh Hoa People’s Committee Office has developed the pilot automatic SMS system from October 1. Accordingly, individuals, businesses and agencies after submitting documents at the one-door unit at Khanh Hoa People’s Committee Office will get informed of document results via SMS without having to travel or search on the internet.
According to Nguyen Van Dong, Deputy Chief of Personnel and Administration Office, Khanh Hoa People’s Committee Office, the software sends automatic messages to customers via registered telephones to inform of document results or ask them make any necessary supplement to their documents. The SMS system is completely automatic without intervention by a person.
After 1 month of development, the one-gate e-system of Khanh Hoa People’s Committee Office has sent more than 100 automatic messages to customers. Customers feel satisfied with the automatic SMS system applied in public services. Nguyen Phuc Truong, an expert at Khanh Hoa Department of Home Affairs says, “the message software is so convenient, allowing us to get results quickly via SMS instead of mailing as usual. It has saved us much time and labor.” However, besides the initial benefits, there are still some difficulties, for example, mistaken document results; only file codes, not subjects presented in messages, etc.
"After completing processing documents, we have to do some other work such as entering reference numbers, making copies, etc, and thus processed documents will be returned to customers at least some 10-15 minutes after the messages are sent. In the time to come, we try more to improve software application to enhance efficiency in public services," says Nguyen Truc Nhu, an expert at Science Education & Social Culture Office.
At present, the electronic one-door software of Khanh Hoa People’s Committee Office is connected to 6 departments: Department of Home Affairs, Department of Foreign Affairs, Department of Natural Resources & Environment, Department of Culture & Sport, Department of Justice and Van Phong Economic Zone Management Board in 21 sectors. The result announcement via SMS is the final stage in the document processing, using the electronic one-door software.
The application of the software has facilitated Khanh Hoa People’s Committee Office’s file monitoring and checking; as well as evaluation of administrative procedure- solving results. The imitative has been considered as a considerable stimulus to administrative reform modernization towards building an electronic government or e-government.
Up till now, 13 agencies and communities in Khanh Hoa have developed the pilot application of the automatic SMS system. The software application requires entering exact and adequate information from submitted documents under the modern interconnected one-door mechanism. Khanh Hoa People’s Committee Office will continue updating new conveniences to the software for more effective public services, according to Huynh Ngoc Bong, Chief of Khanh Hoa People’s Committee Office.
