On February 21, APEC members entered the fourth working day with 9 working group and committee meetings namely Human Resource Development (HRDWG), Life Sciences and Innovation Forum (LSIF), Sub-Committee on Standards and Conformance (SCSC), Competition Policy and Law Group (CPLG), Sub-Committee on Customs Procedures (SCCP), Counter Terrorism (CTWG), and Experts Group on Illegal Logging and Associated Trade (EGILAT).

The HRDWG held 3 network meetings on Capacity Building, Education and Labor, and Social Protection Network. The SCCP held the first plenary meeting, focusing on discussing the implementation of the WTO Trade Facilitation Agreement (TFA); single window connection; enhancing the supply chain connectivity framework and APEC Authorize Exporters Program (AEP).
The EGILAT & SCSC ended their first plenary meeting of this year, endorsed 2017 work plans. Delegates attended the CPLG Seminar on "Using Competition Assessments to Eliminate Barriers to Trade and Commerce in Goods and Services" and the LSIF's Regulatory Harmonization Steering Committee. On the same day, the Ministry of Finance held a seminar on "Disaster Risk Financing and Insurance Policy" in preparation for the Deputy Finance and Central Bank Deputies' Meeting.
