LED street lighting

Khanh Hoa People’s Committee has just approved the replacement of 1,943 existing high pressure street lamps with energy-efficient light-emitting diode (LED) ones at a total capital of nearly VND35 billion.

 

 

Lighting system in Thong Nhat Street is also under the LED llighting replacement project.

 

 

According to Nha Trang City People’s Committee, the public lighting system in Nha Trang City has a variety of light types, mostly high-pressure mercury lamps, high-pressure sodium lamps and low pressure lamps which consume much energy and have an average longevity of 20,000 hours so the economic efficiency is not high. A LED light has a significant lifespan and electrical efficiency; energy and maintenance savings. LED lights are up to 80% more efficient than traditional ones. It is also more environmentally friendly and helps decrease greenhouse gas emissions.

 

Therefore, Nha Trang City People’s Committee has suggested replacing  existing high pressure lighting system with energy-efficient LED one via 3 schemes. Accordingly, the scheme 1 and 2 suggest replacing 2,922 high pressure lights, 847.261W with 2,922 LED ones, 338.144W through a public-private partnership (PPP) at an expected investment of more than VND78.4 billion in the scheme 1 or by Public Investment Law at an expected investment of more than VND47.7 billion, 40% of which comes from the city budget and 60% from the provincial budget.

 

In the scheme 3, 1,943 existing high pressure lights will be replaced by energy efficient LED ones by Public Investment Law at an expected capital of nearly VND35 billion, 40% of which comes from the city budget and 60% from the provincial budget. The scheme will focus in main streets, streets where public agencies and tourist attractions are situated, coastal streets and populated ones such as Tran Phu, Hung Vuong, Nguyen Thien Thuat, Le Thanh Ton, Tran Quy Cap, 23-10, Thong Nhat, 2-4, Thai Nguyen, Yersin, Le Hong Phong, etc. 1,943 existing high pressure lights have a total output capacity of 586,160W which will be 244,353W with  1,943 LED lights.

 

After analysis and comparison, Khanh Hoa Department of Planning & Investment has provided consultancy for Khanh Hoa People’s Committee to choose the scheme 3 to reduce budget burden. However, due to limited provincial budget, 50% of the funding from the city budget and 50% of the provincial budget were suggested.

 

Under the suggestion of Nha Trang City People’s Committee, Khanh Hoa Department of Planning & Investment, relevant agencies, Khanh Hoa People’s committee has approved Nha Trang City People’s Committee to develop a project on LED public lighting system in the city via the scheme 3 suggested by Khanh Hoa Department of Planning & Investment; requested Nha Trang City People’s Committee to choose advanced LED technique to assure long life span and energy efficiency.

 

Nha Trang City People’s Committee has assigned the city public service management board in cooperation with the city urban management and financing offices to classify high pressure street lamps for use in small residential areas and places without lighting systems. Nha Trang City Pubic Service Management Board is providing consultancy for the city People’s Committee to issue a decision to found the investment project based on the policy of Khanh Hoa and guidelines of Nha Trang City People’s Committee, according to Le Tien Vinh, director of Nha Trang City Pubic Service Management Board.
