Reading culture plays an important role in building a learning society. In the recent information technology boom when almost you can get everything with a finger touch (via internet), reading culture has faced both opportunities and challenges.

Readers decreased significantly from 100,000 to 70,000/ year during the period 2005 – 2010. The development of means of communications is one of the main reasons blamed for the sharp decrease in book readers.
 
Khanh Hoa Provincial Library has taken a variety of initiatives to improve the situation. It has opened a multimedia room for information search through a project to improve computer use and Internet access. Besides, the library service has much improved with wifi available, book title search on computers, an open book warehouse, a creative reading room for children, etc. Readers have increased again  to 140,000/ year on an average.
 
Several activities have been held at schools to inspire book reading such as building open libraries, “green” libraries, “friendly” libraries and making good advantage of the Internet to provide literacy experiences. The Information Center and library of Khanh Hoa University have cooperated with other agencies to organize book days to donate books to freshmen, talks on reading skills and information search; build movable bookshelves for students and so on. The university has also upgraded its free wife system, facilitating teaching and learning online and accessing portals and e-libraries.
 
The library of Nha Trang University has also created a more friendly environment for readers, cooperated with book publishers to organize book days, helping lecturers and students to have access to a variety of textbooks and reference or buy books at preferential prices. The university has also launched a movement to donate books to the university bookshelves to expand books for readers.
 
To promote reading culture, some study promotion associations at all levels and community learning centers have also held some activities to give usage instructions on computers and electronic equipment for Internet access to find helpful technical and scientific information to apply in production.
 
It’s necessary to build friendly libraries at schools, satisfy cooperation regulations in bringing books from libraries at provincial and district levels to schools; boost information technology application in library work; collect e-recourses, including e-books, e-journals, websites, etc; open classes to provide reading skills for students and local residents; encourage teachers and students to take part in online book reading clubs and communities; organize book fairs and reading days to introduce books to students and locals, according to Phan Van Dung, Vice-Director of Khanh Hoa Department of Education & Training.
