4 out of 8 locations for the planning of multi-storey above-ground car-parks in Nha Trang City will be priotized for construction. Khanh Hoa People’s Committee has suggested the government put these projects under investment incentives.


Under the planning approved by Khanh Hoa People’s Committee in the 3rd quarter of 2016, Nha Trang City will have 8 parking-lots. In the period 2017 - 2020, some streets will be constructed and renovated and the parking lots are designed to mainly accommodate vehicles up to 9 seats, especially those with 30 seats or more. 4 above-ground multi-storey parking-lots will be located at 170 Le Hong Phong, Nha Trang Airport, Binh Tan Port Warehouse and Ma Vong. From 2020 when the basic traffic system construction is completed, the parking-lot for 30-seat vehicles will be on the city's outskirts on the routes of Nha Trang-Dien Khanh, Phuoc Dong-Nguyen Tat Thanh Avenue and Phuoc Dong - Bac Hon Ong. Vehicles from northern Nha Trang to the city center will follow the ring road 2 to park in the 3 parking-lots mentioned above or in the other in front of Vinh Hai Market. Tourists will be transported to the city center from the car-parks.


The parking-lots may be multi-storey automatic car-parks or above-ground car-parks with other services such as guardhouses, canteens, rest-rooms, garages and filling stations, depending on the park size and location, says Nguyen Cong Dinh, Director of Khanh Hoa Department of Transport.


In a recent meeting with relevant departments and agencies, Le Duc Vinh has approved priotizing investment appeal for the 4 parking-lots in Nha Trang City. Specifically, the 4 parking-lots include a multi-storey above-ground parking-lot, about 5,700m2, at Binh Tan Port Ware House; an above-ground parking- lot, 2.63ha, in Nguyen Tat Thanh Avenue designed to mainly accommodate vehicles with 9 seats or more; an above-ground parking-lot, 3ha, in Bac Hon Ong, Phuoc Dong; and a multi-storey above-ground parking-lot, 3,570m2, at 170 Le Hong Phong.

Lack of parking space has become a serious problem in Nha Trang City. However, the appeal for investment in the construction of car-parks has met some difficulties, mainly related to policies and mechanism. Therefore, incentives for the projects are needed.


Nguyen Cong Dinh has suggested 2 solution schemes on incentives for car-park projects in Nha Trang City. Accordingly, the first scheme is suggesting the government put parking-lots under investment incentives or special investment incentives as parking lots are crucially important infrastructures; and the second one is suggesting the government allow Nha Trang City to build specific mechanism and policies for the construction of parking-lots. The investment incentives may be in terms of land rental, loan for the project development, tax reduction for imported construction facilities and machinery, etc. Based on the government’s policy, Khanh Hoa People’s Council and People’s Committee will issue a resolution on investment incentives for the construction of parking-lots in Nha Trang City.


Le Duc Vinh approved the second scheme and asked Khanh Hoa Department of Transport to make further survey of the existing location of Le Quy Don Gifted School for the construction of a car-park; and continue searching for a suitable place for a parking-lot in northern Nha Trang City; assigned the Department of Natural Resources & Environment to check land-related administrative procedures and report to Khanh Hoa, etc.


The parking-lot at Binh Tan Port Ware House is designed to accommodate 241 vehicles with 4-7 seats, 33 vehicles with more than 30 seats and then only vehicles with more than 30 seats after 2020; the parking-lot in Nguyen Tat Thanh Avenue: 104 vehicles under 30 seats and 176 vehicles with more than 30 seats; the parking-lot in Bac Hon Ong: 126 vehicles under 30 seats and 242 vehicles with more than 30 seats; and the parking-lot at 170 Le Hong Phong: 236 vehicles with 4-7 seats and 18 vehicles with more than 30 seats.
