Khanh Hoa Provincial People’s Committee has just issued a plan to implement a project on elder care, period 2017-2025, designed to meet senior citizens’ health care needs in adaptation to the aging population, contributing to the national program on the elderly, population and health care.


The plan has 2 phrases. The first phase from 2017 to 2020 focuses on elder health care in the community, propaganda activities to change behaviors, periodical medical check-up to the elderly, elder care management record at commune medical stations, elder care services, guidance on medical insurance use, long-term elder care models and elder health care campaigns in communes, wards and towns. The 2nd phase from 2021 to 2025 is to boost activities effectively held in the 1st phase, expand long-term elder care, prioritize long-term elder care models in communities, create a favorable and friendly environment for the elderly through promoting ward and commune campaigns and seek resources in support of elder care.


Specific purposes of the project are 80% of senor citizens provided self health care knowledge and skills; periodical medical examination at least once a year, and medical record; 90% of sick old people with access to health care services, 100% of old people who are unable to take care of themselves receiving health care from the community and families.

The project is designed to adapt to the future aging population. The December 2016 statistics showed the population is in the aging period with 143,690 old citizens, accounting for 11.3% of the population. 6/8 districts with old citizens occupying 10% of the population include Dien Khanh 12.4%; Nha Trang 12%; Ninh Hoa 11.4%; Cam Ranh 10.9%; Cam Lam 10.7% and Van Ninh 10.5%. The figures are still on the increase. “The aging population is for sure and predictable. Therefore, we need to have practical strategies with solutions to economic, social medical issues, including giving care and promoting roles of older population,” says Dr. Tran Thi Kim Oanh, Chief of Khanh Hoa Branch for Population & Family Planning.

Therefore, in the time to come, under the project, Khanh Hoa Branch for Population & Family Planning will develop activities to boost propaganda on behavior change in senior health care in order to raise public awareness, promote joint effort in elder care campaigns; and improve primary health care services for the elderly. Besides, suitable models to increase longevity will be built. The health care sector will call for the cooperation, technical support and resources of non-governmental organizations to develop the activities, boost the elder care management statistics system, etc.
