Over the past years, school infrastructures have been improved and education system has been expanded in Khanh Hoa Province to boost teaching and learning quality. According to Le Tuan Tu, Director of Khanh Hoa Department of Education & Training, the education system has expanded across the province with 543 kindergartens; primary and high schools; regular education and vocational training centers, meeting education needs for locals. Schools with more than one education level have been built in remote thinly-populated areas to meet the class size requirement as well as save basic school construction and management cost.
Private schools have also contributed to reducing load in public schools, meeting the education needs and improving education quality. In the 2012 – 2016 period, 20 private schools, including 15 kindergartens, 3 schools with more than one education level and 2 high schools, were founded. Khanh Hoa has had incentives on land use and procedures for investors in school construction, especially in new urban areas.
School facilities and infrastructures have much improved with 750 cultural classrooms (mostly in kindergartens), 178 subject classrooms, 26 multi-functional houses, 27 rooms for Young Pioneer Organization and Youth Union activities, 26 libraries, etc totaling nearly VND1,283 billion, including VND107 billion spent on teaching equipment. Thanks to the investment, the education size in Khanh Hoa has developed sustainably. The nursery, primary and high school education universalization has remained over the years. Kids coming to kindergartens have increased. The learner centeredness model has been effectively implemented at kindergartens. School drop-outs have decreased.
However, some criteria set in the plan have not been met. The education and training system development planning in Khanh Hoa, in the period 2012 – 2016 set the target of building 147 public schools, including 35 kindergartens, 37 primary schools, 48 junior high schools, 18 senior high schools, 9 regular education and vocational training centers. In fact, only 30 public schools, including 5 kindergartens, 9 primary schools, 15 junior high schools and 1 senior high school were built, meeting 20% of the plan. 216/533 schools, including 64 kindergartens, 77 primary schools, 67 junior high schools and 8 senior high schools have met the national standard, accounting for over 40.5%.
In addition, worn-down facilities and crowded classrooms in some schools have made learning and teaching a challenge. According to the leader of Khanh Hoa Department of Education & Training, reasons for the challenge include inadequate funding for education development; inflation with price fluctuation influencing on investment in school facilities; student number increase due to the planning of some new residential, urban and industrial areas; limited inner-city land fund for the widening of schools to meet the national standard, etc.
Khanh Hoa Department of Education & Training has focused on the check and supplementation of the education and training system development planning in Khanh Hoa, school year 2017 – 2018. Khanh Hoa Department of Education & Training has suggested that Khanh Hoa People’s Committee should direct localities to continue paying concern and prioritizing land fund to attract investment in education; boost cooperation with local departments and agencies to solve funding problems, allocate land for school construction according to the planning; and enhance public participation in education to expand private education network. Khanh Hoa education and training sector has also suggested policies to support and facilitate the operation of private kindergartens, etc.
