3 sanitary landfills and 1 Japanese-technology incinerator have been built, partly meeting the waste treatment demand in Khanh Hoa Province. The construction of 2 waste treatment plants and 4 additional landfills are under planning and proceeded with procedures of investment policies.
According to the solid waste management planning project in Khanh Hoa approved by Khanh Hoa People’s Committee in August 2010, 2 domestic waste treatment plants will be built in Luong Hoa (Vinh Luong Commune, Nha Trang City) and Khanh Thanh Nam (Suoi Cat Commune, Cam Lam District) with a capacity of 50 tons/ day. Besides, 4 sanitary landfills are 1.5ha Hon Dung (Son Trung Commune, Khanh Son District), 50ha Dong Ba Cheo (Van Hung Commune, Van Ninh District), 30ha Suoi Hang (Van Khanh, Van Ninh District) and 10ha Trang Gang (Dien Son Commune, Dien Khanh District). The projects have proceeded with investment policies. However, none of the landfills or waste treatment plants have been put into operation so far.
Since 2014, 3 sanitary landfills have been constructed. They include 45ha Luong Hoa in Vinh Luong, Nha Trang City with a leachate treatment system, 186m3/ day and night. The flooding in 2016 caused some damages to the landfill and Nha Trang Urban Environmental Company has made some temporary repairs such as building a 5.000m3 leachate pond for leachate collection and treatment. 1.2ha Cam Thinh Dong landfill has a 2.000m2 leachate biological collection and treatment system. However, the leachate collection and treatment system has an inappropriate design, so the operation is not very effective and the treated waste water is not up to the standard.
1.4ha Hon Ro landfill in Ninh An Commune, Ninh Hoa Town has a leachate collection and treatment system, 60m3/ day and night. The rainfall in late 2016 caused overload to the waste water system, causing leachate leakage. Doc Do incinerator in Japanese technology in Cam An Nam, Cam Lam has been put into use since September 2014 with technical specifications on waste air disposal meeting the requirement of the Ministry of Natural Resources & Environment. However, the incinerator has not met the high demand for waste treatment arising. Besides, there are some other inappropriate landfills.
Khanh Hoa People’s Committee has directed Khanh Hoa Department of Planning & Investment to preside over and cooperate with departments and agencies in consulting with the Department of Construction about the issue; and provide consultancy for Khanh Hoa People’s Committee on the adjustment in the solid waste management planning in Khanh Hoa.
Khanh Hoa Department of Planning & Investment has collected and assessed suggestions to be submitted to Khanh Hoa People’s Committee. Nearly 10 enterprises, including An Sinh Company, Nha Trang Urban Environmental Company and Green Desert Company, are seeking for investment opportunities. The department is studying projects on waste treatment plants with much focus on waste treatment technology and cost. Qualified investors will be chosen and reported to Khanh Hoa People’s Committee for consideration, according to Phan Nam Sach, Deputy Chief of the Science, Education & Social Culture Office, Khanh Hoa Department of Planning & Investment.
