After the issuance of Khanh Hoa’s decision on house reconstruction for poor families and ethnic minority people made homeless due to Typhoon Damrey, Khanh Vinh District is making effort to finish the house handover for beneficiaries before Tet holiday.
72 houses to be rebuilt
More than 340 houses of poor families and ethnic minority people in Khanh Vinh District collapsed in Typhoon Damrey. Most of the houses were cottages. Destroyed houses meeting 2/3 criteria required for reconstruction support are put into consideration.
72 houses meeting the criteria include 63 in Khanh Binh, Khanh Hiep, Khanh Dong severely hit by the typhoon. After the typhoon, many temporary shelters have been made.
Houses reconstruction to be completed before Tet
The Government’s Decree 136 on social support policies for social welfare beneficiaries defines social urgent aid, not more than VND20 million/ family, for poor families made homeless due to natural disasters, fire and any irresistible causes. Khanh Hoa Provincial People’s Committee has decided to provide additional relief, VND20 million/ family, from the aid fund of Khanh Hoa Provincial Fatherland Front Committee and other aid funds and support. Therefore, each family will receive VND40 million in total to rebuild the house. For ethnic minority people, Khanh Vinh District People’s Committee will help them rebuild their houses instead of financial support.
Nguyen Van Dong, Chairman of Khanh Vinh District People’s Committee says, the district has worked with some local construction businesses to implement the work. Construction measurement has been taken. The construction of 72 houses is expected to begin in a few days and complete in 2017, according to Nguyen Van Thuan, Head of Khanh Vinh Division of Agriculture & Rural Development, Chef of the district Steering Board For Flood Control, Natural Disaster Relief & Rescue.
Reportedly, most of the beneficiaries are poor ethnic minority people and under the social welfare policy. The typhoon damaged and destroyed 382 houses, including 307 of poor families, 59 of ethnic minority people and 4 of revolutionary families. The aid operation moves from relief to recovery and reconstruction, helping local residents to return to normal life and production.
