Urgent typhoon recovery

On November 5, Le Duc Vinh, Khanh Hoa Provincial People’s Committee Chairman presided over an urgent meeting with local departments and agencies to listen to a report on damages caused by powerful Typhoon Damrey on November 4 and recovery. Localities were required to take measures to assure enough food and safety for locals.


Le Duc Vinh, Khanh Hoa Provincial People’s Committee Chairman has signed a statement sent to the Prime Minister to ask for the typhoon recovery funding. According to Khanh Hoa Provincial People’s Committee, the deadly typhoon has made a landfall in Khanh Hoa on November 4, causing serious property damage and lives lost. 27 were killed,  5 were missing and 89 were injured. More than 10,000 homes were destroyed and collapsed. There was also extensive damage to 3,826ha of rice and 6,258ha of other crops; 44,320 aquaculture farms drifted away. The typhoon destroyed many irrigation, traffic, electricity, communications works and blew the roofs off many schools, medical stations, production plants and offices. The damage is estimated at more than VND7,000 billion.


Khanh Hoa People’s Committee has directed the local authorities, departments and agencies to hasten the recovery works. However, due to funding shortage, Khanh Hoa People’s Committee has suggested the Prime Minister, National Steering Board for Flood Control, the ministries and departments would provide urgent relief with 25,000 tons of rice, 200,000 Aquatabs and 5,000kg of Antiseptic Cloramin B, 30,000 liters of Hanlodine 10% used as disinfectants in poultry breeding farms and selling areas; 50,000 liters of Chlorine used as disinfectants in aquaculture, and 15,000 doses of Porcine Reproductive & Respiratory Syndrome vaccines.


Khanh Hoa People’s Committee has suggested VND2,855 billion relief, including VND255 billion for agriculture; VND1,600 billion for traffic and irrigation works; VND1,000 billion for schools, State offices, technical infrastructures, etc. Building materials needed for house and road repair are estimated at 40,000 tons of cement, 10 million bricks, 20 million tiles and 10 million m2 of metal roofing.


Khanh Hoa People’s Committee has suggested the government, ministries, central departments,  Vietnam Fatherland Front Committee and social organizations to call for benefactors and businesses’ joint effort in the typhoon recovery. According to Khanh Hoa Steering Board for Flood Control, Natural Disaster Relief & Rescue, from November 5, local authorities and Steering Board for Flood Control, Natural Disaster Relief & Rescue have actively directed forces to help residents to repair damages caused by the typhoon. Medical organizations, departments and agencies have disinfected low and flooded areas to assure environmental hygiene. Flood flush from irrigation and  hydroelectricity reservoir and dams have been kept under careful management to assure safety.

Nguyen Van Dong, Chairman of Khanh Vinh District People’s Committee says all effort has  been made to support and call for donations to buy metal roofing sheets, cement to repair and rebuild collapsed and damaged houses to provide local residents with safe accommodation and help them get back to normal life. Le Huy Toan, Deputy Chairman of Nha Trang City People’s Committee says it’s urgent to fix electricity cuts and water supply interruptions. Effort is underway to clear roads of fallen trees.

Reparing damages caused by Typhoon Damrey.


According to initial statistics by Khanh Hoa Power Company, Typhoon Damrey caused widespread blackouts in Khanh Hoa. Some 50 transformers need repair or replacement. Over 800 electricity poles, including over twenty 110kV poles, 500 medium pressure and over 300 low pressure poles were flattened. Besides, more than 130km of medium pressure grid and 120km of low pressure grid, 1,325 medium pressure and over 5,000 electricity meters were damaged. The damage to Khanh Hoa Power Company is estimated over VND60 billion.


Tran Dang Hien says, Ninh Hoa and Van Ninh were badly damaged after the disaster. All the electricity poles on the national roads 1, 26 and the road to Dam Mon were flattened by strong wind. Until the end of November 5, over 50MW/200 MW were provided. “We try our best to completely fix the power outage in Nha Trang City and in the centers of districts and towns in Khanh Hoa. We have mobilized Dak Lak, Quy Nhon Power Transmission companies to join the repair effort.
