The parents of a child named Le Van Hung, Van Ninh District has died in a traffic accident. He is staying with his grandparents aged over 80. Everyday, the child has to help his grandparents to herd oxen to earn a living. In spite of his difficult life, in 2017, Le Van Hung passed the high school graduation exam and was admitted to Nha Trang University (major in information technology). Similarly, another schoolgirl named Pham Thi My Chi, Ninh Hoa Town became an orphan when she was in class 3. After her parents’ death, little Pham Thi My Chi was left in the care of her old grandparents. Therefore, after school, she has to help her grandmother to work to support the family.
Le Van Hung and Pham Thi My Chi are 2 out of 42 disadvantaged students receiving Khanh Hoa Association for Promoting & Supporting Educational Development (KHAPSED)'s scholarships worth VND7 million each in 2017. Besides, 1,000 scholarships and grants totaling more than VND1.1 billion were presented to other needy students. The VND16 billion fund is preserved for education promotion. KHAPSED at grass-roots level has offered nearly 47,800 scholarships worth over VND11 billion to students. Thanks to the aid from many organizations and individuals, KHAPSED has helped 500 students whose houses were damaged by Typhoon Damrey. According to Bui Thi Hong Tien, Director of KHAPSED, the beneficiaries are from poor backgrounds but they all have made great effort to overcome difficulty and study hard.

In 2017, study models in Khanh Hoa have been promoted with 170,957 families recognized as “Studious families”, accounting for 84%; 119,127 as “Studious kins”, accounting for 94%; 806 villages and quarters recognized as “Studious communities”, accounting for 83%; 681 agencies and schools as learning units, accounting for 93%; 74 wards, communes and towns in Nha Trang City, Cam Ranh City, Cam Lam District, Khanh Son District, Ninh Hoa Town as “Studious communities” at commune-level, accounting for 81%. KHAPSED at all levels has also cooperated with the local education sector to strengthen and improve community study centers in Khanh Hoa. The centers have opened 1,191 classes with 1,448 subjects on agriculture, fishery and forestry promotion; law propaganda, vocational training consultancy for nearly 68,900.
In 2018, KHAPSED will focus on developing membership with at least one member in each family and all staff at schools, State agencies, enterprises and military units being education promotion members; boost propaganda on building study promotion models with higher targets than 2017; and cooperate with Khanh Hoa Intellectuals’ Association to develop scientific research on improving community study centers. According to Bui Thi Hong Tien, in Khanh Hoa, there are still many poor students in need of help. Therefore, KHAPSED continues mobilizing enterprises, organizations and individuals inside and outside Khanh Hoa Province to fund more scholarships committed to the promotion of young talents from disadvantaged backgrounds.
The education promotion achievements in building a learning society are thanks to committed and enthusiastic staff and the association at all levels. However, the tasks on promoting study and talent and building a learning society still face challenges due to lack of staff and infrastructures at grass-roots levels, according to Nguyen Viet Dan, Chairman of KHAPSED.
In 2017, KHAPSED has developed its membership and expanded its operation with education promotion branches in 997/997 villages and quarters; education promotion associations at 497/590 schools; education promotion boards in 130/130 kins and 339 education promotion associations at agencies, enterprises, military units, universities and colleges. The December 2017 statistics show that KHAPSED has 198,900 members, up by 2,000 members compared with the year 2016.
