Khanh Hoa taxation has propagandized and given guidelines on procedures on application for tax extension, reduction or exemption to tax payers affected by Typhoon Damrey.
At present, tax officials at the one-gate service unit of Khanh Hoa Department of Taxation and its branches are willing to respond to tax payers’ enquiries about tax extensions, reduction, exemption and receive documents submitted in person or via email. Tax agencies shall promptly propose problems arising to competent authorities. In addition, Khanh Hoa Department of Taxation has sent dispatches to all taxpayers in the province about policies and procedures on application for tax extension, exemption and reduction; and propagated relevant policies and procedures on the mass media.
Khanh Hoa Department of Taxation has directed its taxation branches to postpone tax debt enforcement on businesses affected by the typhoon. Taxation agencies have sent documents to tax-payers with tax debts from land use projects to assess damages and give guidelines on procedures of application for tax extension, exemption and reduction, etc, according to Huynh Sang, Head of the Tax Debt Management & Enforcement, Khanh Hoa Department of Taxation.
Nguyen Van Trang, Head of the General Cost Estimation Office says most of tax payers suffered from damages in assets, machinery, goods, offices, etc. However, most of the affected business have not reported their damages to the taxation agencies. Some big enterprises suffering from severe destruction have reported damages not yet verified by local authorities. Some are still waiting for damage assessment made by local authorities. In fact, some have repaired their damages and rebuilt workshops to continue operation, so it’s quite difficult for local authorities to make the damage calculation.
The preliminary calculation shows 331 tax payers have reported damage totaling VND2,211 billion to taxation agencies till November 29. 25 enterprises have applied for tax extensions of over VND17 billion payment. 3 cases totaling VND646 million have been resolved. Nguyen Manh Hung, Deputy Director of Sao Bien Company says the company suffered from heavy damages caused by the typhoon. The company has submitted tax relief application under the guidance by Van Ninh District taxation Branch.
Khanh Hoa Department of Taxation has given detailed instruction on application for tax extension, exemption and reduction due to natural disasters, but most of the affected enterprises have not submitted documents as required. Tax relief is also considered to compensate household businesses where presumptive taxation is applied for temporary closure for repair after the typhoon.
In the time to come, the taxation department will continue guiding taxpayers to carry out procedures on tax extension, exemption and reduction; resolving cases with sufficient dossiers completed as required; and propose competent authorities to promptly resolve the cases that have submitted dossiers (some papers missing such as the damage and loss severity certification by the local authority may be allowed to be supplemented) to timely provide support for affected businesses. In addition, Khanh Hoa Department of Taxation will recommend that the Khanh Hoa People's Committee should direct the finance department and competent agencies to conduct the damage assessment soon to complete tax extension, exemption and reduction dossiers.
