Khanh Hoa People’s Committee has just approved a project to invest in building a dam to prevent salinity on the Cai River, Nha Trang City. Accordingly, the project worth more than VND700 billion will be built 75 meters from the railway towards the lower basin.


Multi-functional project


Salinity control on the Cai River has depended on the temporary salinity prevention dam in Vinh Phuong Commune, Nha Trang City for several years. However, in recent years prolonged hot days together with spring tides have led to salt intrusion affecting water supply for residents in Nha Trang City and the neighborhood.


Besides, wooden Phu Kieng bridge, which serves the travel between the 2 banks in Vinh Ngoc Commune, is often washed away in flooding as the water level in Cai River rises. Therefore, it is essential to build a dam combined with a bridge to solve salinity problems as well as facilitate travel.


According to Khanh Hoa Project Development Board, the project is a construction at level 3 with an area of more than 3ha. The approved project is a pillar dam which includes 5 chambers, 30m wide each with stainless steel structures opened and closed with hydraulic cylinders. The rectangular lock is located on the right bank, 67m long.

The bridge contains 10 spans, 33m long, 26m wide each. The total length of the bridge is 400m, including paths at the 2 ends of the bridge. In addition, the project includes embankments on the both sides at the lower and upper basins and a 150.2m2 management and operation house.


Chau Ngo Anh Nhan, Director of Khanh Hoa Project Development Board says the dam project is very feasible and suitable for the provincial socio-economic development plan. The project is built on a new technology, combining a bridge and a dam which are expected to prevent salinity and solve traffic problems, especially serve as a traffic joint to the provincial ring road project 2.


Under the approval of the investment project by Khanh Hoa People’s Committee, the project is designed to prevent salinity intrusion on the Cai River in the dry season, ensure the flood plain and floodway in the rainy season, secure water supply for about 500,000 residents in Nha Trang City and part of Dien Khanh District, serve tourism practice while ensuring fresh water for 2,000ha of agricultural land on both sides of the river and Nha Trang Textile Factory. The project is also designed to improve traffic conditions and provide a stimulus to the city socio-economic development. In addition, the project also regulates part of flows to the Tac River and Quan Truong River to improve the urban environment in western and southern Nha Trang.


Expected to begin in late 2018


The project has a total capital of over VND759.5 billion, including VND550 billion for construction expense, more than VND38.5 billion for equipment and more than VND27.7 billion for compensation. VND208 billion funding will come from the national budget through the National Target Program for Climate Change Response and Green Growth for the 2016-2020 period. The Prime Minister has approved the funding for the implementation of the project. The Ministry of Finance and the Ministry of Planning & Investment is assessing the capital source. Khanh Hoa will supplement the remaining funding in the period 2020 – 2025.


If the capital transfer process is favorable, the project will run begin in the 4th quarter with scientific workshops, design and bidding and survey of households affected for site clearance compensation and resettlement, according to Chau Ngo Anh Nhan.
