The northern bank of Cai River is located in Dien Khanh District, formerly rural Dien Thuy Commune. In flooding seasons, the two banks are seriously eroded and local residents have to grow bamboo trees to prevent erosion caused by floodwater.
Recent constructions such as Phu Loc Bridge (or Thanh Bridge), Ha Huy Tap Street, Dong Khoi Street, Dien Khanh Temple of Literature, especially Cai River Embankment, 1st phase, have contributed to promoting the urban attraction in the northern bank area. Looking from the southern bank, Tran Phu Street built after the embankment construction is sparkling in colorful lights and attractive with new and beautiful houses along the street.
Nguyen Thanh Phi, a resident living in the area says there used to be bamboo trees along the bank, so it was difficult to travel here. However, thanks to the newly-built embankment, streets with beautiful houses, the scenery here has much improved, facilitating travel as well as providing a good place for locals to do morning exercise and go for a walk,

Accordingly, the construction estimated at more than VND155 billion includes over VND102 billion for construction and VND25 billion for compensation. The construction has a length of 1,564m with concrete walls and a 4m wide walk lane. Along the embankment are corridors and handrails, 1m high. The roadway is 1,651m long, including 1,482m main way, Tran Phu Street.
