After long lasting negotiation, the investors of the National Road 1 through Cam Ranh City, 194 Construction Investment Corporation and Vietnam Electronic Toll Collection (VETC) Company have completed procedures for automated BOT toll collection at Cam Thinh BOT Station.


The Prime Minister issued the Decision No. 07 on electronic toll collection (ETC) service at all toll stations nationwide on March 27, 2017. Accordingly, Competent State agencies and BOT project investors are in charge of ensuring that ETC service will be available at all toll stations on National Highway 1A and the section of Ho Chi Minh Highway passing through the Central Highlands in late 2018 and stations nationwide in late 2019.

Ministry of Transport has issued a document to require People’s Committees of provinces and centrally governed cities and BOT road projects to implement the decision of the Prime Minister and apply radio frequency identification (RFID) technology in ETC system under the standard ISO 18000-63. After receiving the document of the Ministry of Transport, Khanh Hoa People’s Committee has asked Khanh Hoa Department of Transport to soon provide non-stop electronic toll collection service.


Nguyen Cong Dinh, Director of Khanh Hoa Department of Transport says there will be 2 non-stop electronic toll stations, namely Cam Thinh and Ninh Loc BOT Toll Stations.  Khanh Hoa Department of Transport has issued documents on the launch of non-stop electronic toll stations and BOT 194 Construction Investment Corporation investor pledged to ensure the meet the completion schedule in late March 2018.


“We will provide non-stop electronic toll collection service at Ninh Loc BOT Toll Station by the end of this year. The company has signed with investors on electronic toll collection principles. The two partners have negotiated to complete necessary procedures,” says Nguyen Hai Long, Vice-Director of Ca Pass Investment Company.


Cam Thinh BOT Toll Station is expected to be one of 28 toll stations with non-stop electronic toll collection service on the National Road 1 and Ho Chi Minh Road. After a long time of negotiation, investors and non-stop electronic toll collection service provider reached the agreement to begin the work on January 24. Automated BOT toll collection service is under the first trial operation at Cam Thinh Toll Station on March 30, says Pham Van Thuong, Vice-Director of 194 Construction Investment Corporation. Reportedly, the non-stop toll collection service on the National road is to cut costs, minimize time delay, prevent traffic jam, reduce environmental pollution and ensure transparency at BOT toll stations.


Non-stop road toll collection service applies RFID which uses electromagnetic fields to automatically identify and track e-tags attached to vehicles. The e-tags contain electronically-stored information. Cars normally have e-tags on their windshields or lamps. VETC asks drivers when passing through the non-stop toll lanes to slow down to the speed under 30km/ hour, keep the distance at least 15m between two vehicles, follow traffic light signals and barrier operation, and follow the instructions of the operators at the station.


Vehicle owners are to open traffic accounts which will be debited each time they pass a toll point. The traffic accounts can be directly credited at agents of automatic toll providers, registration centers or via account transfer or scratch cards. There will be a notice for the account holders when their account balance expires.
