Dai Lanh Commune, Van Ninh District, Khanh Hoa Province is planned to become an urban area located at the northern gateway to Khanh Hoa Province with the highlight of a coastal tourism service center, linking roads and waterway, and providing logistics for Hon Gom Peninsula.

Priority given to tourism service development

Dai Lanh Commune is a northern gateway to Khanh Hoa Province, adjacent to Phu Yen Province with favorable natural conditions for a service center of great potential. Many important projects are completed and under way such as Ca Pass tunnel, Dai Lien fishing port, sea embankment, etc, which have positive impact on the attraction and use of human resources in Van Ninh District and Dai Lanh Commune. According to Vo Luc Pham, Vice-Chairman of Van Ninh People's Committee, with a favorable geographical location and natural conditions, Dai Lanh has become a service center and has been recognized as an urban area, type V. However, at present, the development investment in the locality is still limited, so the planning should be undertaken more logically.

In late 2017, Van Ninh District announced a detailed 1/500 scale planning of Dai Lanh Urban Center. Accordingly, Dai Lanh Urban Center, 103.08ha, is designed to become a coastal tourism service center, taking advantage of a secluded location and a stunning beach to develop a beach town with environmentally friendly architecture, and thus promoting economic values of trade and service and increasing the living standard by improving infrastructures and promoting public space. In addition, located near Hon Gom, Dai Lanh plays an important role in providing logistics service for the development of the peninsula.

Multi-functional urban center

Urban development space in coastal areas is also taken into consideration to increase and improve public access to the sea space. Apart from the existing urban center in Tay Bac 1 Village, Dai Lanh Urban Area includes 2 more urban centers on the coastal bay stretching to the National Road 1 and Ba Ra riverside to the north-west. The main functions of the urban centers are a trade, service and home complex, highlighting urban characteristics linked with open space, especially the square.

The coastal center which is a long-term fishing village needs innovation and upgrading based on the exiting typical urban spatial restructure.  Community tourism service is encouraged together with walking lanes, embankments and playgrounds in coastal areas. Coastal space is maximized to make it the front of the urban area. The current traffic systems need improving with more wide streets, enabling more access to coastal space.

In Ba Ra Riverside Urban Center, main landscaped streets make the urban front with the main functions including homes, service and trade. Some locations to the west may be for clean small-scale industrial activities such as seafood processing and production. The urban center from the National Road 1 to the railway area is planned to be a service town with restaurants, hotels, shopping and trade centers, marketing and homes. Modern and simple constructions are encouraged.

According to the evaluation of Van Ninh District, the detailed planning design shows Dai Lanh Urban Center joined with projects in the area in terms of architectural space as well as technical infrastructures. Suggestions are given to promote the role of the urban center, especially to boost the coastal landscape and the foundation of new urban centers. Planning solutions meet the requirement for synchronism, modernity in harmony with the nature and environmental sustainability, while ensuring effective operation of the urban area.
