Provincial road 3 construction expected to start October

On April 19, Le Duc Vinh, Khanh Hoa Provincial People’s Committee Chairman presided over a meeting with local departments and agencies on the implementation of the project on the construction of the provincial road 3 expected to be built this October.
 
Provincial Road 3 is 14.2km long, consisting 3 sections, the first section, 3.53km, from Phuoc Dong Commune People’s Committee to the intersection at Phuoc Dong Cemetery; and the second section, 9.65km, from the intersection at Phuoc Dong Cemetery to the National Road 1; and the third section, 1km, from the intersection at Phuoc Dong Cemetery to Phong Chau Street.
 
The total investment capital is estimated at more than VND313 billion, including nearly VND110 billion for construction cost and equipment; over VND142 billion for site clearance; and the rest for loan interest, consulting expense, contingency fund, etc.
 
Huynh Ky Tram, Director of Khanh Hoa Management Board of Construction Projects says Khanh Hoa Management Board of Construction Projects and relevant agencies have reached an agreement on the road height, centre line and connection position from the Provincial Road 3 to the link to the North-South Highway. The organizers have chosen bidders for consulting services and feasibility study report scheduled to finish by June 30.

The first section will include the existing 9m roadbed with 2 lanes together with 6cm-thick asphalt concrete, a box culvert replacing old Phuoc Dong Bridge and another bridge in Phuoc Thuong with 33m spans. The road will be widened with 6 lanes and a 42m boundary line. The second section is designed with 9m roadbed according to the approved road centre planning with 8m roadway. The third section will be built with 20m roadway, including 12m asphalt concrete surface with 4m sidewalks.
 
As planned, after the North-South Highway is put into operation, Provincial Road 3 will be the main link to Nha Trang City. The end of the provincial road 3 will be 42m, initially with 2 lanes and an 8m roadbed. Reportedly, the distance from the end of the provincial road to the North-South Highway is designed to be 2km with a railway over-bridge. Huynh Ky Tram says the Ministry of Construction has approved the provincial road 3 linked to the North-South Highway. After survey, more consideration over road investment size is being taken for long-term use.
 
Le Duc Vinh has basically approved the suggestion on project investment size reported by Khanh Hoa Traffic Project Management Board and required for speeding up procedures for the project development. The project is under the BT investment form and the funding is from the bidding for the land in Binh Tan Dock Warehouse. Khanh Hoa Department of Planning & Investment is required to cooperate with Khanh Hoa Traffic Project Management Board to organize the bidding. The provincial leader has also asked for careful calculation of the weight of much-frequented vehicles on the road so as to have reasonable investment together with close supervision during the construction process.
 
Reportedly, Provincial Road 3 is damaged with many potholes and the road surface is cracked by heavy loads, mostly caused by heavy trucks. Therefore Khanh Hoa People’s Committee has asked local authorities to suggest a plan on the road upgrade to facilitate travel.
