Comprehensive improvement in traffic infrastructure
 
Nguyen Van Dan, Deputy Director of Khanh Hoa Department of Transport says the transport infrastructures in Khanh Hoa have much improved with dozens of key projects developed and many roads widened and upgraded, creating a driving force for the local socio-economic development. At present, the provincial People's Committee is focusing on the investment in the construction of Ngoc Hoi intersection, Ring Road 2, roads connected to the airport, To Hien Thanh and Nguyen Thien Thuat extended roads. The procedures of some projects such as Provincial Road 3, Provincial Road 2 are being performed, etc.
 
In 2016 and 2017, the allocated funding of nearly VND265 billion went to the frequent repair, maintenance, upgrading and widening of 52km of road surface from 3.5m to 5.5m and 16km road patching. More than VND84 billion is needed to widen and upgrade more than 122km of level-6 roads, 3.5m wide, into level-5 roads, 5.5m wide.
 
Since 2016, Khanh Hoa Department of Transport has assessed 21 traffic constructions in the province. The value of projects after the appraisal is down by more than VND240 billion. The department has also fulfilled the state management over the development of rail, air, sea and inland waterway transport systems; regularly propagated the State's regulations on road transport business conditions and relevant documents; coordinated with the Department of Finance to inspect and supervise the posting up of charges according to regulations.

In addition, Khanh Hoa Department of Transport has fulfilled the State management over driving license issuance and car driving schools in Khanh Hoa; intensified patrols and handled administrative violations to ensure traffic order and safety and protect traffic infrastructures. Since 2016, the Inspectorate of Traffic & Transportation has detected and imposed more than 18,000 administrative fines totaling over VND44.7 billion; revoked over 2,000 driving licenses and impounded nearly 170 vehicles due to traffic offenses.
 
Searching for funding sources 
 
According to Le Thanh Quang, traffic infrastructures in the province have much improved with many newly-built key roads, mostly in Nha Trang City, creating motivation for local economic development. However, in order to take full advantage of these roads, the transport sector needs to provide consultancy for the province on the construction of connection routes by actively seeking various resources to develop the transport system. "At first, the Department of Transport needs to prioritize urgent, feasible and effective projects for investment proposal; closely follow the investment planning of Van Ninh - Ninh Hoa coastal road, an important route to form an inter-district economic development axis," says Le Thanh Quang.
 
To tackle the traffic jam in Nha Trang City, the Provincial Party Committee Secretary has requested the Department of Transport to speed up the bidding procedures for parking lots in 2 central places around 19-8 Stadium and at Le Quy Don Gifted High School. Khanh Hoa Centre for General Techniques Career Orientation will be used for building parks and smart parking lots.
 
Regarding the routine maintenance and repair of provincial roads, Le Thanh Quang has requested the Department of Transport to prioritize repairing heavily-damaged roads first to ensure travel safety; coordinate closely with other ministries, departments and central agencies to implement major national projects running through the province such as highways and high speed rail systems, etc; coordinate closely with local authorities to raise public awareness of traffic rules, enforce strict punishment on violators and maintain road signs to assure traffic safety.
