Khanh Hoa Province has set a goal to become a centrally-governed type 1 city by 2025. However, its provincial urban development program has met some challenges. Therefore, Khanh Hoa Department of Construction has suggested some measures to meet urban growth targets.
Khanh Hoa Province has approved many planning projects at a total cost of VND61 billion. At present, 155 projects, mostly in Nha Trang City with 52 projects, are completed and under way. Some VND18,280 billion has been invested in urban residential and housing areas, namely VCN Phuoc Hai, VCN Phuoc Long, An Binh Tan, Le Hong Phong I, Le Hong Phong II and Nam Vinh Hai, contributing to bringing a new image to the urban area and meeting the local housing needs. Besides, infrastructure projects include Vo Nguyen Giap Street, Phong Chau Street, the traffic junctions connecting Nha Trang Airport, etc, helping to promote traffic connection and meet provincial development targets in the future, according to the leader of Khanh Hoa Department of Construction.
However, according to the leader of Khanh Hoa Department of Construction, the development of the urban development program till 2020 and vision to 2030 has met some challenges, including lack of funding for framework infrastructure projects, site clearance, etc. For example, the project on traffic junctions around Nha Trang Airport is behind schedule due to site clearance delays. Ngoc Hoi traffic junction project is about to start but forecast to have difficulties in site clearance and funding.
According to Le Van De, Director of Khanh Hoa Department of Construction, there are national-level public utilities such as the airports and seaports in Khanh Hoa but the conflicts between infrastructure development and industrial growth have caused problems that need to be solved. The investment and business environment has been improved but not yet satisfactory. The economic structure has moved in the right direction, but slowly and unsustainably. The development link between industries and regions has not been synchronized, leading to the slow urbanization. Especially, Van Ninh District as well as Van Phong Special Economic & Administrative Zone has not yet had general urban planning, so the orientation and investment in urban construction have met many difficulties.
In the recent report to Khanh Hoa People's Committee, the Department of Construction has proposed 8 groups of urban development solutions, including concretizing incentives on investment in the fields of urban development, technical infrastructure development, social housing, welfare utilities; reforming administrative procedures related to land lease, investment licensing procedures; taking measures to improve the quality and feasibility of various types of planning; adjusting the planning that is no longer appropriate; widely publicizing approved planning; and implementing a synchronized planning approach between general planning and detailed planning. Besides, the planning management is needed to ensure that all new projects are implemented in accordance with the requirement for the planning, architecture and management of construction licensing.
To develop housing and urban residential areas, it is required to boost the socialization in building houses and public welfare facilities to serve low-income earners; focus on renovating existing residential areas; facilitate enterprises to develop housing projects in urban areas under residential planning; create land resource for resettlement and site clearance. The need for home and residential land of long-term cadres and civil servants must be taken into consideration in projects on building residential zones. The solutions also include the training of human resources; investment promotion; public participation in the construction of traffic infrastructures.
In the recent working session with the Department of Construction, Dao Cong Thien, Vice-Chairman of Khanh Hoa Provincial People’s Committee states that Khanh Hoa Province needs to allocate funding to develop key projects in terms of urban development; supplement funding to urban planning to boost investment in extra-budgetary projects; and boost public participation in urban development. The Department of Construction is required to review, set targets and make a schedule to achieve the goal of building Khanh Hoa to become centrally-governed type 1 city by 2025.
