Satisfactory results were gained in raising the number of national standard primary schools in Khanh Hoa Province over the past 20 years from 1997 to 2017.
Vinh Thanh Primary School, Nha Trang City was recognized to achieve the national standard, level 1 on June 2016 with significant investment in new classrooms, functional rooms, computer rooms, kitchens and libraries. The teaching and learning quality has much improved. Many prizes have been won in contests at all levels.
100% of the teachers have obtained qualifications required or above. 91.2% were graded excellent according to primary school teachers’ criteria. 35.3% won the title “excellent teachers” at the city’s level. The school strives to meet the standard, level 2 in the 2018-2025, according to Bui Thi Ung, Principal of Vinh Thanh Primary School.
Cam Ranh City has the most national standard primary schools (90.5%) in Khanh Hoa Province with sufficient infrastructures and a high rate of teachers meeting and exceeding qualifications required. Nguyen Van Du, Head of Cam Ranh City Division of Education & Training says 2 out of 21 primary schools in Cam Ranh City not yet achieving the national standard accreditation are Cam Thinh Tay 1 and Cam Thinh Tay 2. Cam Ranh City People’s Committee has had a plan to develop the two schools to meet the national standard by 2020.
However, there remain some difficulties and challenges in raising the number of national standard primary schools. At present, most primary schools meeting the national standard are located in Cam Ranh City, followed by Cam Lam District (73.7%), Dien Khanh District (54.2%) and then Nha Trang City (only 48%), Ninh Hoa Town (24.2%), Van Ninh District (26.9%) and Khanh Vinh District 12.5%. All the 6 primary schools in Khanh Son District have not met the national standard yet.
83/186 primary schools in Khanh Hoa have satisfied the national standard, accounting for 44.6%. 4 schools in Cam Lam, Van Ninh and Dien Khanh are making proposal for national standard recognition in 2018-2019 academic year. 100% of managing and teaching staff have obtained qualifications required or above. 99.7% of managing staff and 94.4% of teaching staff’s qualifications exceed the standard required. Khanh Hoa Province strives to have 66.6% of national standard primary schools by 2020 and then 85% by 2025.
Some challenges in raising the number of national standard primary schools include the lack of regular professional development for teachers, medical staffing shortage, insufficient infrastructures, classrooms, functional rooms, playgrounds, subject rooms due to lack of funding and land for building schools; failure to attract community participation in education investment, etc, according to Le Tuan Tu, Director of Khanh Hoa Department of Education & Training.
At the conference to review 20 years of building the national standard primary schools, Nguyen Dac Tai, Vice-Chairman of Khanh Hoa Provincial People’s Committee has requested the education sector to continue cooperating with relevant departments to provide the Party Committees and local authorities with consultancy on resolutions and specific plans on suitable and feasible solutions together with improvement in infrastructures and human resources, etc.
