Khanh Hoa Department of Taxation has taken many solutions to contribute to raising the provincial competitiveness index (PCI) of Khanh Hoa People's Committee in the period 2018 - 2020 by improving the business environment, the level of satisfaction, etc... 
 
Khanh Hoa Department of Taxation has instructed tax agencies and divisions to concretize the implementation of the action plan to improve PCI and link it to the responsibility for administrative procedure reform of public service staff and leaders. The tax agencies has promoted the professionalism of administrative workers, accelerated administrative reforms, focusing on the  implementation of the interconnected one-door mechanism; take measures to transfer to online application procedures, level 3 and 4; publicize the hotlines, timely reply to related comments and recommendations, says Vo Tanh, Deputy Director of Chief of Khanh Hoa Department of Taxation’s Taxpayer Support & Propaganda Office. 
The taxation agencies have also enhanced dialogues to promptly grasp and remove difficulties and problems of enterprises and businesses. Over the past 6 months, the provincial tax department organized 34 training courses on tax policies for 2,805 organizations and individuals; and 12 dialogues with 2,686 enterprises. In addition, no overlapped inspection was reported to ensure no more than 1 inspection visit to each enterprise or business every year.

As for the sub-indice of transparency, Khanh Hoa Department of Taxation has directed its branches and functional offices to effectively implement taxation management procedures, provide online information about presumptive tax amounts on the website of Khanh Hoa Department of Taxation, and tax agencies and in many other ways; continue the operation of Tax Consultancy Council, sign cooperation agreements with Khanh Hoa Fatherland Front Committee in taxation supervision and inspection which is required to be made open, fair and transparent.
 
As for the sub-indice of time costs of regulatory compliance, the provincial taxation sector has continued promoting electronic transactions between enterprises and tax agencies with tax declaration, electronic tax payment; electronic invoices; electronic tax refund; and personal income tax finalization. Up to now, the rate of enterprises completing online tax declaration and electronic tax payment has reached by 100%. In addition to forms in writing, over telephone or in person at tax offices, the provincial Tax Department has expanded support for taxpayers with giving response to inquiries and guidelines on administrative procedures. In the first 6 months of the year, support and consultancy for taxpayers have been provided for 2,649 arrivals.
 
As for the sub-indice of policy bias, Khanh Hoa Department of Taxation has made a commitment on non-discrimination in policy beneficiaries and transparency of rights and obligations of taxpayers, according to regulations. The tax agencies have also timely, fully and openly published documents on tax policy, law and administrative procedures on the website of the Provincial Taxation Department and posted at one-door units of the tax agencies.
 
Over the past time, taxation agencies have boosted information technological application in the settlement of administrative formalities, facilitating businesses’ access to information and policies in various forms. In spite of achievements in the reform of administrative formalities, businesses and taxpayers also hope for more support for message conveniences, leased line, more reform in administrative formalities, together with professionalism in the workplace to create friendly environment that encourages effective communication and support for tax-payers, boosted information technological application in the settlement of administrative formalities, facilitating businesses’ access to information and policies in various forms, according  to Nguyen Thi Thanh Dung, an accountant of Sustainable Seafood Company.
