Nha Trang City is going to pilot temporary on-street car parking on 4 streets. The fee collection is scheduled to start on October 1, 2018, according to the Khanh Hoa People’s Council’s resolution.
Le Huu Tho, Chairman of Nha Trang City People’s Committee, says in the recent time, many cars parking on streets where there are many restaurants, hotels and coffee shops cause traffic jam. Therefore, the fee collection for car parking on main streets is needed to reduce parking time, ease traffic congestion, raise public awareness of traffic safety, promote urban culture and civilization, gradually minimize the use of personal cars in the city center and facilitate the development of public vehicles and contribute to the budget revenue.
The resolution stipulates that fare payers are organizations and individuals parking cars of 16 seats or less on tollway in Nha Trang City. The parking fare is VND20,000 for the first 2 hours or less; and VND 40,000/ following 2 hours. Temporary parking exemption is applied for school pick-up and drop-off and patient transportation to and from hospitals and other healthcare facilities. 55% of the toll will be used for the fee collection service and management; and 45% will be submitted to the national budget. The resolution takes effect on September 1.
Initially, the fee collection will be piloted on 4 streets, namely Yersin, Ly Tu Trong, Nguyen Chanh and Le Thanh Ton that intersect with Tran Phu Street. 26 cars will be allowed to park on the both sides of Le Thanh Ton Street (12 cars on the right and 14 on the left). Parking is allowed only on one side of the 3 other streets, depending on odd or even dates. 21 cars are allowed to park on the left side of Yersin Street on odd dates and 12 cars on the right on even dates; 11 cars on the left side on odd dates and 10 cars on the right side on even dates on Ly Tu Trong Street; 9 cars on the left on odd dates; 10 cars on the right side on even dates on Nguyen Chanh Street. The fee collection is expected to be from 6am to 10pm every day.
The parking fees will be collected manually and then automatically. Nha Trang City leader has had a meeting with relavant agences and consulting units to introduce the approach on automatic parking fee collection. Nha Trang City People’s Committee has assigned Nha Trang Urban Environment Company to collect on-street car parking fees till the end of 2018 and thus prepare a specific plan on the mannual collection of on-street car parking fee expeced to start on October 1, 2018. After a period, the application of automatic parking fee collection technologies will be piloted.
