Khanh Hoa Provincial People’s Committee has given approval in principle to a budget-funded installment of a lighting system on Ninh Hoa bypass.
Ninh Hoa bypass is in the national road 26 renovation and upgrading project under a BOT contract. The bypass is 2.9km long running through residential areas of the two communes of Ninh Quang and Ninh Binh. The bypass helps reduce congestion in the town center and improve road safety, contributing to promoting socio-economic growth. However, the heavy traffic together with many intersections between the bypass and populated areas poses high traffic crash risks, says the leader of Ninh Hoa Town.
Nguyen Van Dan, Director of Khanh Hoa Department of Transport says Ninh Hoa bypass has many rest areas. The investor has added street signs and narrowed its directional island at the intersections with the National Road 26 and the National Road 1; and installed warning lights at crossings to assure travel safety. However, the bypass running through densely-populated areas together with waves of dense traffic from Hanoi and Dak Lak and vice versa has caused high road crash hazard.
To improve travel safety on the bypass, Khanh Hoa People’s Committee has sent suggestion to the Ministry of Transport on installing a lighting system on the bypass and received consensus, stating that the work will help promote traffic safety, cut down on crashes and meet demand and expectation of locals.
However, pavements, green space and urban lighting systems are to be maintained and operated by localities, pursuant to the Road Traffic Law and the Government’s Decree No.11 regulating the management and protection of road traffic infrastructures nationwide. The Ministry of Transport has pledged directing businesses and investors to closely coordinate with the localities during the lighting installation process.
Khanh Hoa People’s Committee has approved the investment in the street lighting system on Ninh Hoa bypass and requested Khanh Hoa Department of Planning & Investment to check and secure a budget funding balance for the project. According to the proposal of Ninh Hoa town, nearly 80 sets of white-colored LED lights, 150W, with a total estimated cost of nearly VND3.4 billion, will be installed on the entire provincial road.
