The opening of a 10th class on Binh Ba Island, Cam Binh Commune, Khanh Hoa Province is expected to help not only reduce school drop-outs but also contribute to fulfilling the new rural standard by 2018.
 
Cam Binh Island Commune has 2 islands, namely Binh Hung and Binh Ba, over 1 hour off the mainland by ferry. Pupils after graduating from junior high schools have to travel far to the mainland to study further. The travel difficulty has been claimed for school drop-outs. Therefore, this year, Cam Ranh City Division of Education & Training has suggested Khanh Hoa Department of Education & Training would open a 10th grade class on Binh Ba Island to facilitate learning and help the commune to meet the new rural standard.

On October 31, Khanh Hoa People’s Committee gave approval to Khanh Hoa Department of Education & Training on opening a 10th-grade regular education class in the 2018-2019 school year with the training cost of over VND44 million; VND27.4 million paid for visiting teachers and teachers of Cam Ranh City Regular Education & Vocational Training Center working overtime. Khanh Hoa People’s Committee has assigned the Department of Education & Training to assess eligibility to tuition exemption and reduction and make a report to the Department of Finance.
 
Vo Ngoc Linh, Vice-Chairman of Cam Binh Commune People’s Committee says, when receiving the approval from Khanh Hoa People’s Committee, the Commune People’s Committee has cooperated with Cam Ranh City Regular Education & Vocational Training Center to open a 10th-grade class for more than 50 who graduated from junior high schools in 2016 – 2017 and 2017 – 2018 school years. Earlier, the Commune People’s Committee together with organizations had paid home visits to persuade students’ parents to facilitate their children’s continued schooling.
 
Every Monday and Thursday, teachers of Cam Ranh City Regular Education & Vocational Training Center will go by ferry to the island. Returning to school after a long time, the students must encounter a variety of challenges, therefore teachers will be in charge of not only teaching but also motivating learning, according to Teacher Nguyen The Toan, Cam Ranh City Regular Education & Vocational Training Center.
 
Cam Binh Commune has made great effort to fulfill the rural standard by end-2018. Reportedly, every year, about 90 students finish their junior high school education in Cam Binh Commune, but only 50 continue their education at senior high schools or vocational training schools. 54.7% are reported to continue their further education while the figure meeting the new rural standard is 85% or higher. Therefore, the opening of a 10-grade class on the island is required to facilitate the standard fulfillment. The commune has also suggested keeping the class open regularly on the island, according to Cam Ranh City People’s Committee.
