Dien Khanh strives to become type IV urban area in 2019

Dien Khanh District, Khanh Hoa Province is urgently making effort to fulfil recognition criteria for a type IV urban area by the end of this year. This is also an important criterion for town recognition by 2020.
 
Most criteria met
 
According  to the Urban and Architectural Institute (the consulting unit of the type IV Dien Khanh District) , Dien Khanh District has met most of the criteria for an urban area, type IV, pursuant to the Resolution 1210/2016 by the National Assembly Standing Committee on urban area classification.
 
Specifically, the district has satisfied and exceeded the maximum levels of 39 standards, namely the average economic growth rate in the last 3 years, the rate of poor households, the rate of non-agricultural labor; schools, trade - service constructions at urban level; urban civilization, electricity supply, environment, etc.; met 12 standards at the minimum level such as per capita income, urban medical facilities, the rate of urban level public passenger transport, the percentage of households with access to clean water, etc.
 
9 standards not yet fulfilled include the annual population growth rate, area for building urban public service works, urban waste water treatment, public green space in urban areas;  density of main streets, more than 7.5m wide; accommodation area per person, etc.

According to the consultant, based on 5 criteria and 60 standards of a type IV urban area stipulated in the Resolution 1210/2016 of the Standing Committee of the National Assembly on urban classification, Dien Khanh district gets 84.13/100 points (75 points required to be recognized as a type IV urban area). Departments and agencies in the district have recently attended a meeting and reached a consensus on proposal for Dien Khanh district classified as a type IV urban area to the district People's Council for approval; then to the Department of Construction and Khanh Hoa Provincial People's Committee for consideration; and finally to the Ministry of Construction for a recognition decision by the end of this year.
 
Improving standard fulfillment
 
Reportedly, 5 criteria for Dien Khanh District to be recognized as a town include population size: over 100,000 people; area: over 200km2; commune-level administrative units: over 10 (50% are wards); type IV urban area; socio-economic development level.
 
Phan Van Tung, Chief of the District Urban Management Office says among the 5 criteria for the district to be recognized as a town, the criterion for type IV urban area recognition is the hardest one. Therefore, departments and agencies in the district have coordinated with the consulting unit to review, analyze and evaluate the current urban situation of Dien Khanh. In addition to speeding up the progress of such tasks as revising the proposal, submitting the proposal to the district People's Council for approval; sending to the Department of Construction and the Provincial People's Committee for comments; receiving evaluation team of the Department of Urban Development (Ministry of Construction), etc. The district will continue taking measures to improve the criteria fulfillment.
 
In the time to come, the district will continue with some projects such as building the provincial road 2, D6 connecting the provincial road to 27C National Road, planting trees on Vo Nguyen Giap Street and in land connecting Cai River and Dong Den River. Underway projects on Southern Cai River Urban Zone and the Urban Zone in Dien An are expected to help increase accommodation area per person. Besides, when coming into operation, the industrial groups of Dien Tho and Dien Phu, the 2nd phase, will attract more labor from neighboring areas. The district is calling for ODA loans from abroad to invest in an urban waste water treatment plant.
 
When the Dien Khanh District classification scheme is completed and approved by the Ministry of Construction at the end of this year, Dien Khanh will have basically met the criteria of a town. However, the district has only 8 wards (10 wards required), according to Dien Khanh District socio-economic development master plan till 2025 and the vision till 2030 issued by Khanh Hoa People's Committee. Therefore, the district is asking for the adjustment with 2 more wards named Dien Son and Dien Dien made to the socio-economic development master plan.
