From 2016 to 2018, many poor ethnic minority people in To Hap Town, Khanh Son District were provided breeding cows and calves funded by Vingroup’s Charity Fund to develop farm business under the Program 135 and Khanh Hoa Provincial People’s Committee Decision 3347 in order to empower the poor to lift themselves out of poverty and improve living standards.
In early 2016, Mau Thi No in Hap Thinh Residential Group, To Hap Town was one of poor families provided a breeding calf from the Charity Fund. Together with income from crops, the husbandry development model has lifted her family out of poverty and given the prospect of a stable and promising future.
The “cow bank” project is a self-replicating micro credit program with cows. Poor farmer families receive female calves as a loan. The families in this ''1st client generation'' will raise the cow. When it gives birth to the first female calf, this cow calf will be returned to the Cow Bank in order to be given to the next poor family known as the 2nd client generation and the loan cycle starts again. Once a client has paid back a suitable female calf, the first cow will become property of the client family.

Cao Thi Luy, Doc Gao Village, To Hap Town says, “my family got a female cow from a farmer a couple of months ago. We have a cow shed and grass available for it. The calf is growing well thanks to rearing techniques and timely vaccination given by vets.”
Besides 28 female calves from the Charity Fund, in 2018, 5 poor families in the 2 villages of Doc Gao and Ta Luong were also provided breeding cows from the programs 135 and 3347 to develop husbandry, helping the disadvantaged have better life prospects, according to Bo Bo Thi Nhien, an agricultural staff of To Hap Town.
“In 2018, my family was given a breeding cow under the program 135. The cow has given birth to the first calves. The assistance as a livelihood will help lift us out of poverty, we hope,” says Bo Bo Thi Thuy, Ta Luong Village.
To assure the sustainable livelihood, To Hap Town People’s Committee has directed local departments and organizations to give regular check and guidance on shed design, care and disease prevention for cows, making a change in animal husbandry to make it more sustainable. 9 cows under the program have given births so far and some have given the second birth. The cow bank support has helped 3 families get out of poverty and thus improve their life.
