The national target program on new rural construction after nearly 10 years has painted a brighter picture of the countryside in Dien Khanh District. The achievements are thanks to great joint effort in taking drastic and comprehensive measures by the political system.
Living standards improve
Dien Lac was one of the first communes in the district to meet the new rural standard in 2014. The new rural construction is a milestone for great changes in the countryside. According to the commune report, after 10 years of implementing the national target program, all rural roads have been asphalted and nursery, primary and junior high schools have been built to meet the national standard, level 1. There are no dilapidated houses. There is one collective working in accordance with the Collective Law 2012 and there are many production models linked with agricultural produce consumption for sustainable development such as chicken, quail, mushroom, etc. Thanks to investment incentives for economic development of the new rural development program, the income of residents has improved.

In 2018, the average income in the commune was VND45.6 million/ person while that of the average income in a new rural commune is required to be VND31 million/ person. Poor household rate was down to 1.4%. After 10 years of implementation, in the period 2010-2020, the national target program on new rural construction has gained achievements beyond expectation. 6/17 communes met 10 - 13 criteria in 2011 and now 11/17 have met 16 criteria on average with no commune meeting fewer than 10 criteria.
In the period 2010 - 2015, the total mobilized capital for the new rural construction program in the district was more than VND534.1 billion, including over VND14.5 billion from the central budget, VND164 billion from the provincial budget, VND61.8 billion from the district budget and VND48.7 billion from corporate finance. Since 2016, the total mobilized capital for the new rural construction program has reached more than VND113 billion without non-performing loans in new rural construction, says Nguyen Tan Cuong, Chief of the District Economic Division.
The State and people's joint effort
Obviously, residents play a vital role in the new rural construction, so propaganda has been boosted to mobilize local residents’ joint effort in the new rural construction with practical activities such as donation of land use right, cash and workdays to build rural roads, apply technical and technological advances in crop and livestock diversification and restructuring, improve mixed gardens for household economic development, promote economic cooperation, create landscape and protect environment. The total funding donated by local residents to the new rural development over the past 10 years has reached more than VND101.7 billion.
According to the leader of Dien Khanh District, the target of the rural development program of the district by the end of 2020 is to maintain and improve the criteria for the communes that have met the standards; and increase communes meeting required standards to 14/17. Dien Dien Commune is set to fulfill advanced standards.
In the period of 2010 – 2020 and after 2020, the district's new rural construction program continues with the direction of linking the development of agriculture and industry, services and rural trade; promoting rural development associated with urban planning; building a stable, democratic and prosperous rural community with rich cultural identity, improving intellectual standards, keeping clean ecological environment; improving the political system in rural areas, and maintaining order and security. The total mobilized capital for the program is expected to reach nearly VND144.5 billion in the period 2021-2025.
