The work on rain sewerages under the Coastal Cities Sustainable Environment Project, Nha Trang sub-project is scheduled to take place for 8 months, starting on September 24. Khanh Hoa Department of Transportation has just had a plan to assure traffic safety during the construction.
 
Nguyen Van Dan, Director of Khanh Hoa Department of Transportation says the construction will affect traffic on the 2-4 Street (National Road 1C), which is the main access to Nha Trang City center. Besides, traffic congestion may result from the construction work at the junction of 2-4 Street and Phuoc Hue Street to the junction of 2-4 Street and Dang Lo Street, especially during rush hours due to heavy traffic around Vinh Hai 2 Primary School and Vinh Hai Market. Therefore, the investor and the contractor are required to have a proper plan for traffic control to assure traffic safety during the construction.
 
Specifically, Khanh Hoa Department of Transportation has asked the contractor to divide the sewer work into 100m sections to facilitate work and travel. When each section is finished, the road surface must be restored to its original condition to assure traffic safety and minimize impact on traffic and life in surrounding communities. Warning signs and barriers must be 9 meters long at most to assure the roadway at least 2.5m wide for motorbikes and bicycles on the National Road 1C.
 
The traffic control plan will be as follows. During the construction, trucks at a capacity of 5 tons or higher and 16-seat tour buses, excluding public buses, running on the 2-4 Street in the north-south direction will be restricted. They must take the route 2-4 Street – Dien Bien Phu Street or Mai Xuan Thuong Street – Pham Van Dong Street – Hon Chong and 2-4 Street.
 
The left side on the 2-4 Street will be switched into a 2-way lane with flexible lane separators. No-parking signs will be put up in the 2-way lane sections on the National Road 1C running in the South-North direction. Khanh Hoa Development Project Management Board and the execution team will work with Nha Trang City People’s Committee to decide where to cut the median, 20m wide, to make way for traffic redirection
 
The project is scheduled to take place for 8 months, starting on September 24. This is a main road, so Khanh Hoa Department of Transport has required investors and contractors to have material solution, using concrete with accelerator substance and 24-hour construction schedule to allow work to proceed much faster to minimize effect around the construction sites.
 
The department has also warned that before barriers for construction are installed, contractors are required to remove facilities, trees, lightings, etc; prepare sufficient machinery and equipment; and put up warning signs from a distance to notify people regarding the work in process and take extra caution to adjust driving speed. Excavation and transportation of bulk materials which may affect traffic safety must not be done during rush hours and night-work is suggested to keep traffic flowing smoothly during the day. The road surface restoration must meet the environmental requirement and minimize effect on the life of local residents.
 
When the sewer work is finished, Khanh Hoa Management Board for Development Projects is responsible for restoring affected road surface and medians to their original conditions together with asphalt pavement installation on the both sides to ensure surface water drainage system works properly as well as maintain urban road cleanliness.
