Khanh Hoa Scientific & Technological Council has just examined and accepted a project on Khanh Hoa University development strategy foundation research till 2015, vision till 2035. This is considered as a basis for building Khanh Hoa University development strategy, adapting to higher education in the new era.
Defining strategic framework
The study is directed by PhD Le Thi My Binh, Principal of Khanh Hoa University. Since its foundation, Khanh Hoa University has made much improvement in school staff rearrangement, infrastructures for teaching and learning and expansion of undergraduate education. However, there are sill some difficulties and challenges, including the lack of lecturers with PhDs, especially in arts, cultural management, information technology and tourism; many lecturers of literature, math, physics, techniques and English language entering retirement ages together with increasing competitiveness with other universities inside and outside Khanh Hoa Province.

To meet higher educational innovation demand in the new stage, Khanh Hoa Provincial People’s Committee has ordered Khanh Hoa University to develop the project on Khanh Hoa University development strategy foundation research till 2015, vision till 2035. After 2 years of development, the group of researchers has completed their study on development strategy foundation of educational establishments together with suggestions on strategic approach of Khanh Hoa University till 2015, vision till 2035. Accordingly, Khanh Hoa University is defined to be a public university targeting at application and training of high quality interdisciplinary human resources, conducting scientific research and providing community services. The university is striving to meet national and regional standards towards a so-called "Smart and green" university by 2035.
Comprehensive measures
To achieve the strategic framework, the researchers have proposed a number of tasks to build Khanh Hoa University development strategy in 8 fields, including training; human resources organizational structure; technical facilities; international cooperation and communications; scientific research; service provision and community service; financial management; and education quality assurance.
Accordingly, the university is required to expand its training size and forms, develop its curricula following CDIO Initiative, which stresses engineering fundamentals set in the context of conceiving, designing, implementing and operating real-world systems and products; training and certification in an effort to satisfy the national occupational standards to promote recognition of qualifications and labor mobility in the ASEAN community; apply positive teaching and testing methods; regard community service among graduation eligibilities to improve students’ sense of social responsibility; facilitate enterprises to get engaged in training programs and promote support for graduates to find jobs.
Besides staff stabilization, other suggestions include increasing teaching staff in such key sectors as tourism, foreign languages, etc with the target of 20% possessing doctoral degrees, 100% master's degrees together with capabilities of foreign languages and information technology, etc by 2035; consolidating and supplementing scientific and technological management staff, combining scientific research with training activities, meeting social needs, gradually increasing application and technological transfer studies for educational, manufacturing and tourism establishments in the province; increasing investment in teaching, learning and research equipment in a comprehensive and effective manner.
The project not only shows the strategic development framework but also school staff progress, according to Tran Quang Man, former Vice-Director of Khanh Hoa Department of Education & Training. The project honestly states the present development status of Khanh Hoa University, its strengths, weaknesses, opportunities and challenges. This is a scientific basis for proposing orientations for developing Khanh Hoa University into a prestigious training, scientific research and start-up institution, says to Huynh Ky Hanh, Director of Khanh Hoa Department of Science & Technology.
