Khanh Hoa People’s Committee has directed local departments and agencies to examine trash treatment projects, evaluating and double-checking treatment technology, cost, environmental impact and planning.
 
Urgent needs
 
Trash treatment demand is increasing in Khanh Hoa Province as landfills are reaching their capacity. In a working session with provincial leaders, most of districts and towns have recommended the construction of trash treatment plants.
 
Nha Trang City, Cam Lam District and Ninh Hoa Town are suffering the most from waste surging, resulting in environmental impact in Khanh Hoa. Urgent measures are required to reduce landfill pollution which is at alarming level in Khanh Thanh Bac, Suoi Cat Commune, Cam Lam District. The construction of  waste treatment plants is suggested as a permanent solution.

In Nha Trang City, Luong Hoa Landfill, Vinh Luong Commune is going to be full soon in a couple of years. Therefore, the city leader has suggested treating solid and building waste, using advanced technology. Besides, Khanh Hoa People’s Committee will work with relevant departments, agencies and localities to get suggestions on solutions with priority given to immediate solutions to environmental pollution at landfills nearly reaching their capacity.
 
Hon Ro Landfill, Ninh An Commune, Ninh Hoa is also in the same condition. According to the leader of Ninh Hoa Town People’s Committee, the landfill’s capacity is designed for 6 years with only 1 year remaining. The landfill is going to pose environmental pollution risk at the end of 2020. A solid waste treatment plant is needed as a permanent solution, says Nguyen Thi Binh, Director of Ninh Hoa Urban Company.
 
Implementation sped up
 
According to the leader of the Department of Planning & Investment, since 2017, in the conclusion on the implementation of investment projects on waste treatment plants in the province, the provincial People’s Committee has agreed to pilot investor selection to implement a waste treatment plant project in Cam Thinh Dong Commune, Cam Ranh City. The Department of Construction and Department of Finance are assigned to research and give consultancy on criteria on the construction of a waste treatment plant, its funding, investor selection plan, environmental control, project support policy, waste treatment technology... In March 2019, the provincial People’s Committee gave approval to the Department of Construction on expanding calling investment in household waste treatment projects. The Department of Construction is to build criteria as the basis for calling investors according to selected technology. However, due to the urgent need in waste treatment, the Department of Planning & Investment has proposed the provincial People’s Committee to allow the implementation of waste treatment projects.
 
Le Huu Hoang, Vice-Chairman of Khanh Hoa Provincial People’s Committee has directed local departments, agencies and People’s Committees of districts and towns to continue implementing waste treatment plants in Khanh Hoa, based on their functions, responsibilities and management scopes.
 
Relevant departments and agencies are asked to consider such issues as treatment technology, cost, land and environment. The funding for the treatment of 1 ton of garbage varies based on technologies and needs careful consideration.
 
To solve the environmental pollution, the Provincial People’s Committee has requested the Department of Natural Resources & Environment to double-check and propose additional urgent solutions to the landfill areas that are full with environmental pollution risks; Khanh Hoa Department of Planning &  Investment to preside and collect ideas and opinions of local departments, agencies, localities, and give specific suggestions; ensure legal investor selection regarding investment, planning, land, environment and budget funding.
