Financial assistance payment to those impacted by COVID-19 pandemic is underway in Khanh Hoa Province, according to Vo Binh Tan, Deputy Director of Khanh Hoa provincial Department of Labor, War Invalids & Social Affairs.
 
All local sectors and communities in Khanh Hoa have joined effort to accelerate the inquiry, survey and verification for the financial aid eligibility to ensure the fund goes right to those in need under the Government’s Resolution 42 and Prime Minister’s Decision 15 on the implementation of policies to help individuals and businesses affected by the COVID-19 pandemic and the provincial People’s Committee’s guidance. 
 
The verification of revolutionary contributors' documents has been conducted and assessed conveniently as their files are already under control. 5,290 revolutionary contributors benefiting monthly allowances have received 3-month assistance totaling over VND7.9 billion. The eligibility verification of employers and employees has met obstacles and taken time. The survey and verification process has completed thanks to the joint effort of local agencies and communities. 
 
22,280 employees and household businesses’ dossiers have already been submitted to Khanh Hoa People’s Committee for approval for assistance of more than VND22.4 billion. The Provincial People's Committee has approved grants totaling VND12.1 billion for 11,954 people. More than 3,394 people have received over VND3.5 billion in total so far.
 
Some suggestions from local sectors and localities are on the expansion of legibility categories to include private school teachers, the elderly, those with chronic illnesses, no monthly pensions, living financially dependent on children, etc. Those are not in groups of the poor or marginally poor but they also suffer from great hardship due to the pandemic. 
 
Additional categories of recipients have not been proposed by the Department to the Provincial People's Committee as they are beyond regulatory compliance stated by the Prime Minister’s Decision 15. Various other jobs such as masons, carpenters, aluminum workers, iron workers, nannies, etc with approximately 50,000 people will be eligible for the assistance equivalent to more than VND150 billion/ 3 months according to the suggestion. This will add pressure on local budgets as well as it may raise complaints among those who are included and those who are not.
 
Meanwhile, the Ministry of Labor, War Invalids & Social Affairs is making a proposal to the Government for the expansion of eligibility categories to include those without labor contracts losing their jobs in January. The number of people benefiting from the assistance funding of the province will considerably increase if the proposal is approved by the Government.
