Poverty alleviation and social security in Ninh Hoa Town have achieved satisfactory results thanks to residents’ efforts as well as the State's supportive policies in the 2016-2020 period.
Many practical programs
According to the leader of Ninh Hoa Town People’s Committee, period 2016 - 2020, many support policies have been implemented in all socio-economic sectors, helping the needy out of poverty. Specifically, the Transaction Office of Ninh Hoa Bank for Social Policies has provided more than 30,000 preferential loans worth VND706 billion for economic development, schooling, clean water supply, etc over the past 5 years.
Under the assistance policy for ethnic minority people for production development and sustainable poverty reduction, 119 families in Ninh Hoa have taken up production models and 35 have applied models under the program 135 (each family was provided with VND10 million assistance) to develop livelihood. Officials have checked and given agricultural guidance to households, helping them to use the capitals efficiently and effectively.
After several years living in a dilapidated house, Y Soi in Buong Yuong Village, Ninh Tay Commune was offered a housing grant and a loan from the bank for Social Policies in 2017. His family invested a VND50 million loan in planting sugar canes. After a year, the income from 2ha of sugarcanes has helped pay debts and improve financial health. He has used the profit to buy cows and a small lorry for carrying produces to sustainably out of poverty. We are so thankful for the State’s assistance. At present, the total income of the family is about VND7-8 million/ month.
The access to a VND30 million loan has helped Cao Nghiep in Xom Moi Village, Ninh Tay Commune out of poverty for 2 years. The income from raising pigs and cows; planting sugar canes and running a grocery store has helped his family sufficiently cover daily expenses and thus improve their life.
Over the past 5 years, thanks to the sustainable poverty reduction models such as providing land, breeding cows and seedlings together with preferential loans, more than 280 families in Ninh Tay Commune have been lifted out of poverty sustainably. The poverty rate has been down from 35.7% in 2016 to 13.4% in 2020.
Under the social security policies, period 2015 - 2020, thanks to the socio-economic development fund for mountainous areas and the reciprocal capital of the town, 33 households have received financial support worth VND671 million for digging water wells to improve water supply. The locality has distributed 12 kinds of newspapers and magazines to ethnic minority communities and those in mountainous areas, contributing to improving ethnic minority people’s spiritual life as well as promoting the propaganda of the State’s policies and laws.
In this period, the national budget has also funded more than VND10 billion for school fee reduction and exemption. More than 100,000 health insurance cards have been offered to the poor and ethnic minority people together with health check-ups worth nearly VND8 billion for more than 241,000 people, 7,200 portions worth VND554 million for poor patients and ethnic minority people; and electricity supply support worth VND8 billion for 12,351 poor households, etc. From the Fund for the Poor and other resources, Ninh Hoa Town has financed more than VND3.7 billion of the cost of the construction and repair of 98 houses for the poor.
Poverty rate drops
According to Le Ba Thuan, Vice-Chairman of Ninh Hoa Town People’s Committee, the poverty reduction in Ninh Hoa Town has achieved satisfactory results thanks to the support policies together with residents’ great effort. Poor households, especially ethnic minority people, have made great effort to overcome difficulties and challenges to get out of poverty and gain success. Poor households have dropped from 4,245, accounting for 7.57% in 2016 to 1,184, making up 1.91% in early 2020. Especially, there are no poor families among revolutionary contributors and welfare policy beneficiaries. The town has set the target of the poor household rate down to 1.35% by the end of 2020.
To meet the target, besides propaganda to promote production efficiency and saving awareness, Ninh Hoa Town continues focusing on building and expanding economic models to lift families out of poverty, integrating poverty reduction with new rural construction, facilitating access to credit services, education, vocational training and employment. The town has also assured the transparency and openness of poverty reduction policies with the participation and supervision of locals as well as the promotion of joint effort of the political system and organizations.
