The application of information technology (IT) in educational management, teaching and learning has become an indispensable trend of education in the era of industrial revolution 4.0 (IR 4.0). This plays an important role in improving educational management and teaching at schools.
 
Synchronous management 
 
With IT application in educational management over the past time, the Department of Education & Training has completed preschool, general education and regular education database; integrated existing management information systems into the databases pursuant to the roadmap issued by the Ministry of Education & Training; synchronously developed management softwares in educational institutions; increased the use of electronic records, including academic transcripts, school reports and school communication books. The exam management software has proved effective in facilitating entering test registration data, organizing exams, marking and announcing exam results.

In addition, the Department of Education & Training has deployed the school management software vnEdu in all junior high schools and educational institutions; piloting primary school management softwares (VnEdu or SMAS) and the MegaKids Ecosystem with many smart software modules for preschool. The Department has also issued a regulation on the management and use of electronic transcripts, assisting teachers in grading and assessment, and facilitating monitoring; coordinated with Viettel Khanh Hoa to create online training accounts for the implementation of the new general education program for primary school managing staff and teachers across the province.
 
Increasing teaching staff’s capacity
 
Many teachers have taken good advantage of IT though the Ministry of Education & Training’s e-learning lecture resources, effectively exploiting new information and materials; sharing management and teaching experience; and enhancing ideas and experience to make e-lessons motivating. High schools and some primary schools have well exploited teaching softwares, namely Powerpoint, violet, virtual lab educational softwares, etc. During the school closure due to COVID-19, online and e-lessons were given by teachers through various channels to help learners review knowledge, according to Do Huu Quynh, Deputy Director of the Department of Education & Training.
 
Currently, more than 90% of educational staff are reported at basic or equivalent levels of IT application; 85% at preschool, 90% at primary and junior high schools, 95% at high schools, and 90% at regular education institutions, according to statistics of the Department of Education & Training.
 
100% of nursery, primary and high schools in the city are equipped with computers with Internet access. Many have computer labs for teaching informatics as an optional subject. 100% of administrators and more than 97% of teachers can use computers, know how to apply IT in their work, make e-lesson plans and use Internet search tools to serve management and teaching, according to Nguyen Van Du, Chief of Cam Ranh City Division of Education & Training.
 
The Department has given guidance to ensure logical and effective application of IT for professional development of educational staff. In the 2020 – 2021 school year, the department will increase online refresher courses for the new school education program for teachers; take online enrollment solutions for junior classes where possible; enhance the application of e-Office system to increase the use of computer-based IT for office work; develop the department’s online public service system at level 3, 4, etc.
