Information technology application has been boosted in the State management and specialized management, especially in administrative reform at State agencies in Khanh Hoa Province.
 
Promising results
 
Since September, 2020, Khanh Hoa Department of Culture & Sports has provided online public services at level 3 and 4 for 21 administrative procedures in such fields as cultural heritage, art performance, advertising, cultural business, fitness and sports, etc. According to Nguyen Thanh Phong, Head of the Department Office, online public services at level 3 and 4 facilitate individuals and organizations doing sporting and cultural business to submit documents and pay online; and use public postal service under the jurisdiction of the department.
 
100% of State administration agencies have applied online one-door service software to receive and handle administrative procedures according to the modern interconnected one-door mechanism. The document management and administration system has been synchronized at all State agencies from provincial to commune levels.

Documents sent and received online has reached 98%. All portals of State agencies under the provincial management have met the Government’s regulations on providing online public service information. 100% of departments, agencies, localities and public service units have applied voters’ petitions management software. Online bidding has accounted for 35.8%.
 
Despite the achievements, there are some shortcomings that need to be improved to boost database sharing and integration among local information systems, according to Pham Duy Loc, Director of Khanh Hoa Department of Information &  Communications.
 
Improving e-Government platform
 
In the period 2021 - 2025, the province has set a target of improving the e-Government platform to raise capacities and efficiency of State administration and public service quality. To fulfill the target, the province will expand the provincial public service platform system which allows 100% shared database to be interconnected in the province and 100% of database about local socio-economic infrastructures to be regularly updated and shared; ensure online file processing reaching 60% at commune level, 80% at district level and 90% at provincial level; periodical reports and socio-economic statistics reports of the province to be shared and connected with the Government report information system; promote online bidding; strive to reach 100% administrative procedures qualified to be handled online at level 3 and 4; and available on a wide variety of devices, including mobile phones; apply advanced digital application and artificial intelligence (AI) in the management, administration and control of service processes, system administration, electronic ISO integration, etc.
 
To meet the above targets, it is necessary to improve the legislation on information technology and infrastructures at Khanh Hoa Data Center to meet technical requirements for the e-Government; implement the information technology service and integration platform for connection to the national e-Government platform; and boost integration and sharing of the national database in the province and specialized database for State management, according to Pham Duy Loc.
 
1,829 administrative procedures in the province have been synchronized with the national database. 631 administrative procedures have been handled at level 3 and 4; 986 administrative procedures have been received with results returned via the public postal service and 351 administrative procedures have allowed online payment.
