For over 10 years implementing the Secretariat’s Instructions 08 on enhancing the Communist Party’s leadership on food safety in the new situation, Nha Trang City has taken several practical measures to raise managers, producers, businesses and consumers’ food safety awareness.
Strictly implemented
According to Le Huu Tho, Secretary of Nha Trang City Party Committee, implementing the Instructions 08, the City Standing Party Committee, the Communist Party Committee at all levels and the Government have focused on the comprehensive leadership and direction over food safety. The Party Committee at all levels, the Government and local agencies have specified the contents of Instructions 08 and implemented suitable measures; regularly conducted inspection and assessment; and involved social organizations and unions in this task.
The city has boosted food safety propaganda via various forms such as visual propaganda, roving propaganda, radio broadcast, etc especially during high peak periods, including the Action Month for Food Safety, Mid-autumn Festival, Lunar New Year and built street food models. Under the City’s People’s Committee’s direction, the food safety inspection and supervision have been boosted.

Thanks to the drastic and comprehensive measures, the public awareness of food safety has much improved, especially among production and business premises in the city. After 10 years of implementing the Instructions 08, the rate of food production, processing and business facilities in Nha Trang City has grown to more than 90% with 85% with food safety knowledge and compliance with the food safety law; 85% granted food safety certification; and food poisoning cases down to 6/100,000 people.
State management effectiveness promoted
Besides achievements, the implementation of the Instructions 08 in the city has met some shortcomings due to ineffective food safety guidance in some places, lack of social organizations and unions’ cooperation; infrequent propaganda, expansion of safe food models not meeting targets, staffing shortages for food safety inspection in communes and wards; etc.
Nha Trang City will continue heightening public awareness of Instructions 08, focusing on promoting State management and responsibilities of manufacturing, processing and business premises and the community to prevent food poisoning and thus improve life quality and well-being, according to Le Huu Tho.
For over 10 years, local agencies and departments have organized 550 talks and workshops; made nearly 1,800 broadcasts; and distributed nearly 31,000 banners, posters and leaflets on food safety. The interdisciplinary inspection missions at all levels have performed checks at 21,000 premises. More than 200 violators were subject to more than VND500 million fine and many infringing products were seized.
