Preparedness for  safety
 
To proactively respond to natural disasters, flooding and land slides triggered by heavy rain, the People’s Committees of Khanh Vinh District and localities have implemented natural disaster response and rescue schemes, focusing on planning residential areas, industrial clusters and tourist sites; constructions for natural disaster prevention, control and mitigation; traffic infrastructures, and maintenance of drainage systems to prevent flooding; in case of flooding, evacuating residents from low-lying areas, living near rivers at risk of landslide, preparing rescue schemes for areas submerged by floodwater or at risk of traffic disruption; reserving food, food stuff, medications and other necessities; urging early harvest of crops, prohibiting firewood collection from rivers; putting up warning signs, maintaining patrol to prevent people and vehicles from crossing flooded and swift-flowing waters; implementing response plans under the motto “4 on site and immediate steps”, etc., according to Luong Nguyen Nhat Truong, Deputy Head of Khanh Vinh District Division of Agriculture and Rural Development, Deputy Head of the district Steering Board for Flood Control, Natural Disaster Relief and Rescue.

In case of downpours and floods, 1,844/8,109 people are expected to be evacuated from low-lying areas at risk of flooding, landslide and storm surge. High-risk areas include decrepit houses seen in many places, especially Giang Ly, Lien Sang, Khanh Hiep, places at risk of flooding, along rivers and streams and in low-lying areas in the communes of Son Thai, Lien Sang, Khanh Thuong, Cau Ba, etc.; at risk of landslide in the communes of Son Thai, Lien Sang, Khanh Thuong, etc.
 
Variety of response schemes 
 
The district has developed response plans in case of tropical depressions, storms, strong storms and super storms. The locality has 2 irrigation reservoirs, 2 hydroelectric reservoirs, 16 flood dams and 3 irrigation water supply systems. Every year, the hydropower reservoir management unit submits a plan to ensure dam safety during the flood season to the Provincial People's Committee for approval. During heavy rain or flooding, 24-hour duty is maintained to monitor and respond to any dam-related incidents.
 
The district's transportation system has been planned, repaired and upgraded. The main traffic routes, namely National Highway 27C, Provincial Road 2, Provincial Road 8, Provincial Road 8B, inter-district and inter-commune roads have been asphalted. Overflow bridges have been upgraded. The solid suspension bridges have been rebuilt. However, some road sections often flooded and cut off by flood water include Ba Nhap culvert area, Nam Village, Song Cau Commune; Suoi Sau area, Khanh Dong Commune; Provincial Road 8B, Doi 2 Section; Hon Du Village, Khanh Nam Commune; roads in the area of Sai Me Pass, Song Cau Commune, etc. The locality has conducted survey for the implementation of response schemes.
 
In case of natural disasters, the district Center of Culture, Information and Sports will operate propaganda cars with loudspeakers to keep local residents informed of the weather forecast, natural disasters and warning alerts; ensure 100% of nodes for switching and transmission networks in case of storms, tropical depressions and floods; 80-90% of mobile networks in case of strong or super storms; and maintain 24hour patrol with equipment available for prompt response.
