Lottery ticket sellers in Khanh Hoa Province have received Covid-19 financial aid of the first phase under the Government’s Resolution 68. The payment procedures are being streamlined to widen its reach to those in need. 
 
Cam Ranh City Lottery Agent, Khanh Hoa Lottery Company, Ltd. has begun to pay financial grants, VND1.5 million each, to lottery ticket sellers in the province. The beneficiaries were so happy to receive the assistance. Le Van Minh, Cam Thanh Nam Commune, Cam Ranh City, said, “I has been paralyzed in 2 legs from a young age. I have earned my living from selling lottery tickets for more than 10 years. However, I have stopped work for nearly a month due to Covid-19. At first, I lived on my little savings, but then I have depended on help from others in my neighborhood. I am really happy to receive VND1.5 million grant during the hard time. I hope the pandemic will be soon over so that I will be able to get back to work.” Le Van Minh is also taking care of his parents aged 90.

Another resident named Cao Trung Chinh, Ba Ngoi Ward, Cam Ranh City said, “The grant is really valuable for my family. I used to earn VND200,000/day from selling lottery tickets. I have ceased work for nearly 1 month, so we have experienced great difficulties. I have received aid from many benefactors.”
 
His family has faced adversity. He has become paralyzed in his both legs from an accident in 2014. His wife has left him and their little daughter behind. In spite of many years of treatment, his legs did not recover much. He still tried his best to earn income from selling lottery tickets to take care of his family. 
 
According to Huynh Ngoc Le Dung, Director of Khanh Hoa Lottery Company, Ltd, there are more than 1,300 lottery ticket sellers in the province. In the first phase, financial aid worth over VND1.1 billion has been given to 786 people, including 254 in Cam Ranh City, 331 in Nha Trang, 111 in Dien Khanh and 102 in Van Ninh. 300 are expected to be eligible for the aid in the second phase. Ninh Hoa Town has completed procedures for the assistance and submitted the applications to the province for consideration.
 
Till July 29, the Provincial Social Insurance reduced the premium for occupational accidents and disease insurance premiums for 4,763 agencies and 87,695 employees with an amount of more than VND2.4 billion; confirmed social insurance participation of 1 agency applying for financial assistance for its 9 out-of-work staff. The authorities submitted to the Provincial People's Committee for approval of financial assistance totaling more than VND66 million for 17 employees temporarily laid off  or on unpaid leave; 1 pregnant and 2 others with children under 6; support for 987 F0 and 4,101 F1 who are children and those being treated and quarantined due to COVID-19 exposure; submitted applications of 72 art staff to the Provincial People's Committee for consideration, etc.
 
Vietnam Bank for Social Policies has approved loans worth more than VND600 million to pay salaries to 146 staff at 2 enterprises. Besides, local authorities and agencies have received 2,300 applications for financial assistance from self-employed people (786 lottery ticket sellers have already received the aid).
 
The leader of Dien Khanh District said many people in the district have lost their jobs during the pandemic. Many vulnerable people, including house cleaners, waiters and waitresses at small shops, builders etc. are in critical need of help. Many manufacturing businesses have been closed, leaving many out of work. 
 
According to Ta Hong Quang, Director of Khanh Hoa Department of Labor, War Invalids & Social Affairs, the support policy is really essential amid the pandemic. Therefore, local authorities and departments and sectors need to boost propaganda to raise public awareness of the policy and accelerate the application process to ensure the assistance soon reach those in need. During the implementation, when having any obstacles, localities are required to report to the department in order to get guidance from the provincial People’s Committee and the Ministry of Labor, War Invalids & Social Affairs.
