The construction of Van Phong – Nha Trang motorway will be prioritized in the period 2021-2025 as planned, connecting with Nha Trang – Cam Lam and Cam Lam – Vinh Hao, contributing to promoting local socio-economic development.
 
Public-private partnership suggested
 
According to a report of the Ministry of Planning and Investment, in the period 2021-2025, the State will invest in 552km of the North-South motorway, running through 12 provinces and cities. Priority is given to 83km Van Phong - Nha Trang section with a total estimated capital of nearly VND13,000 billion. The motorway starts from the south of Co Ma tunnel and ends at the intersection with the National Highway 27C (Dien Tho Commune, Dien Khanh District). The project includes 4 road junctions through provincial roads, national highways and high-speed railways (according to the planning).
 
In July 2021, Khanh Hoa Provincial People’s Committee suggested the Prime Minister would assign the province to implement the component of Van Phong - Nha Trang motorway construction project through public-private partnership (PPP); consider supporting the province to borrow Government bonds for the site clearance (due to the province's difficulties to issue local bonds); creating favorable conditions for investors to access credit capital as prescribed by the law.

The Provincial People's Committee advocated for the project investment reported by the Ministry of Planning and Investment. The route planning is basically consistent with the development planning of Vietnam motorway network till 2020 and vision to 2030, approved by the Prime Minister in 2016; the detailed planning of the Eastern North-South motorway approved by the Prime Minister in 2010, and agreed in writing by the Provincial People's Committee in September 2020. The Provincial People's Committee also approved the proposal for the implementation of site clearance according to the 6-lane scale planning, in accordance with the results of the road network planning study in the period 2021 - 2030, with a vision to 2050 consented to by the State Accreditation Council in the evaluation report dated June 28.
 
Planning review proposed 
 
In the report to the Ministry of Planning and Investment, the Provincial People's Committee recommended some modification and updates to the road junctions. The Project Management Board 6 has been assigned by the Ministry of Transport to make a pre-feasibility study report on Khanh Hoa - Buon Ma Thuot motorway. Therefore, the feasibility study report is required to be reviewed and updated to match the connection point of Van Phong - Nha Trang project with Khanh Hoa - Buon Ma Thuot route at the intersection of National Highway 26 connecting with Southern Van Phong area. 
 
The Provincial People's Committee also noted the necessity to report to the Ministry of National Defense for permission to reduce the terrain type 2 affected by the project. According to the content of the dossier, at the junction of Van Gia – Dap Da Ban - Ninh Diem (according to the planning), a 2.5km connection route, road level III is invested in Van Gia Town. Therefore, in order to ensure investment efficiency and synchronous connection, the Provincial People's Committee suggested that it be considered and reviewed to get consensus on the investment scale and scope, ensuring compliance with provincial planning. The province has suggested the local construction and transport planning be considered as a base for investment scale agreement to adapt to the road widening or upgrading in the future.
 
Van Phong – Nha Trang motorway is designed to be 24.75 – 32.25m wide, with 4 – 6 lanes with a speed of 80 - 120km/h. In the first phase, the motorway is 17m with 4 lanes with a designed speed of 80km/h. The site clearance is in accordance with the approved planning scale and sections invested in the period 2021-2025.
 
Nguyen Thanh Hien, Deputy Director of the Department of Transport: The investment in the construction of Van Phong - Nha Trang motorway is expected to  meet transportation needs and complete the North - South motorway to the east. The project plays an important role in connecting economic and political centers, especially the 3 key economic zones of the Northern, Central and Southern regions. The project promises to create a driving force for the development of local socio-economics in general and Van Phong Economic Zone in particular.
