Investment in transport infrastructures is considered as a driving force for developing the link of the two economic regions of northern Khanh Hoa and southern Phu Yen in the coming time.

Top priority

The investment in the development of transport infrastructures connecting northern Khanh Hoa and southern Phu Yen in recent years has required much funding. The most remarkable highlight is the Ca Pass road tunnel project invested and put into operation in 2016, creating a strong link between the two economic zones. However, more projects are needed to create stronger motivations for mutual development.

The link between Khanh Hoa and Phu Yen provinces plays a very important role in promoting a general economic region, forming a driving force of the Southern Central Coast region, with great potential for marine economic development; land, water and air gateways in the region. Therefore, the investment in traffic infrastructures is the top priority with the target to develop road, rail and air networks up to the increased transport demand in the 2 economic zones of southern Phu Yen and Van Phong, especially, the link between Van Phong Economic Zone and Tuy Hoa Airport, providing growth stimulus from southern Phu Yen to Van Phong, according to Nguyen Thanh Hien, Deputy Director of the Department of Transport.

Investment schedule

According to the Ministry of Transport, synchronous investment in traffic infrastructures is required to meet the target of development and connection between the 2 economic zones. Tuy Hoa Airport has been upgraded in accordance with the approved planning, with a capacity of 55,000 passengers/ year, basically meeting the air transport demand.

The passenger transport through this airport is forecasted to reach about 3 million passengers/ year by 2030. Therefore, Vietnam Airports Corporation is implementing an investment project to expand the aircraft apron and has planned to build a new passenger terminal with a capacity of 3 million passengers/ year. The Ministry of Transport has agreed with the People's Committee of Phu Yen Province to sponsor Tuy Hoa Airport planning as a basis for investment in upgrading under the planning.

Besides, the Ministry of Transport has studied an investment plan and divided the project into components of the motorway sections connecting Tuy Hoa Airport with the northern Van Phong zone. Accordingly, the section running through the provinces of Phu Yen and Khanh Hoa has 2 component projects, including Chi Thanh - Van Phong section (51km) and Van Phong - Nha Trang section (83km). The Ministry of Transport has completed and submitted the internal appraisal to the Prime Minister for evaluation and then to the National Assembly for approval.

In addition, the Ministry of Transport is taking steps to make the national sector planning. The Prime Minister has approved the road network planning for the period 2021-2030, vision to 2050. This planning is also oriented to be synchronized with transport infrastructures between Phu Yen Province and the Highlands; and Khanh Hoa Province and Buon Ma Thuot City (Dak Lak). Up to now, the motorway in the central region and the Highlands (including 220km from Phu Yen to Dak Lak and 105km from Buon Ma Thuot to Van Phong) has been updated in the road network planning.

In the report sent to the Ministry of Planning and Investment on June 13 on the evaluation of the scheme on mechanisms and policies to link the north of Khanh Hoa to the south of Phu Yen, the Provincial People's Committee has proposed the Government would support the investment in the main road in Dam Mon general economic zone, forming a regional traffic axis, creating a premise for building branches of the traffic network, appealing projects in non-tariff zones and surrounding areas; supporting investment in the project of a coastal road from Van Luong (Van Ninh District) to Ninh Hoa Town in order to effectively exploit marine and coastal resources, according to the detailed coastal road planning approved by the Prime Minister in 2010.
