Khanh Hoa Provincial Steering Committee for Human Disease Prevention and Control has just issued the 1st phase of the plan on safe adaption and response to Covid-19 and socio-economic recovery in Khanh Hoa Province from October 1 to October 15, 2021.
Accordingly, people in “red and orange” zones remain indoors except for emergencies. Those in other zones may go out for essential purposes and with compliance with the 5K regulations. People are urged to install Bluezone/PC-Covid on their smart phones to get digital Covid green and yellow certificates. Holders of Covid green or yellow certificates are allowed to go shopping within district-level administrative boundaries and must strictly adhere to the 5K regulations.
The green certificate is issued to fully vaccinated adults with the second dose administered at least 14 days before travel or those who have recovered from Covid-19 and completed 180-day self-isolation period. Holders of Covid green or yellow certificates are allowed to travel within the province, enter tourist sites and restaurants; and get through Covid-19 check-points, except in red and orange zones which are under travel restrictions.
The yellow certificate is issued to anyone who has received the first dose administered at least 14 days or have a negative test result for SARS-CoV-2 taken less than 72 hours before arrival. Holders of the yellow certificate are allowed to enter tourist sites and restaurants and must show the yellow certificate and the proof of a negative test result or PCR taken less than 72 hours before arrival; allowed to get to work and go out for medical treatment and travel outside the district-level boundaries and must show the yellow certificate and work confirmation.
Un-vaccinated people are required to show proof of negative SARS-CoV-2 RT-PCR or antigen-detecting rapid diagnostic test results taken within 72 hours. Those who have not installed PC-Covid app or under the age of 18 must show identification documents, including identity cards, certificates of birth, together with the proof of negative SARS-CoV-2 RT-PCR or antigen-detecting rapid diagnostic test results within 72 hours or documentation of recovery from Covid-19.
Such businesses as food service, haircut; plumbing and electrical repairs; telecommunications, automobile service and grocery stores are allowed to reopen when meeting Covid-19 safety criteria, and having registered with their ward or commune authorities and received permits.
Karaoke parlors, discotheques, bars, pubs; spa, massage service, wedding parties and other parties, cinemas, computer games, art, religious, cultural, musical and sporting activities with large gatherings; swimming at the beach, public inner or inter province transportation, and food services on the National Highway continue to be suspended in face of Covid-19. Events with large gatherings must be decided and approved by the leaders of provincial agencies and the Chairman of district-level People’s Committee in compliance with Covid-19 safety regulations with participants limited to holders of green and yellow certificates.
